Abstract The purpose of the work is to develop a simulation model that could be used as the basis for a practical methodology for forming a ‘green’ program for the development of mining industry. For this purpose, the Stackelberg model and the apparatus of two-level mathematical programming are used and thus take into account the peculiarities of the hierarchy of interaction between the state and the private investor in the mineral resource sector. The obtained data make it possible to determine the quantitative parameters of expenditures of public financial resources, at which the target function of the state reaches its maximum. It is concluded that the strategy of choosing higher operating costs and, as a result, lower postproject environmental losses is preferable for both the state and the investor.

Cementitious materials cause a great impact on the environment due to the calcination of clinker and the extraction of non-renewable mineral resources. In this work, the replacement of quartz sand from the river by PET sand was evaluated at levels of 10%, 20%, and 30%. Tests were performed in the fresh state through consistency, air retention, density, and incorporated air and in the hardened state for compressive strength, flexural strength, density, capillarity, and water absorption. The results show that PET sand is viable in contents of up to 10%, improving the mechanical properties of the mortar and without compromising its workability and incorporated air properties. Above that level, the loss of properties is very excessive, mainly of workability and incorporated air. The incorporated air of the 30% composition, for example, reaches 24%, an excessive value that impacts the properties of the hardened state, making it impossible to use the material at levels greater than 20%. It is concluded that the use of recycled PET sand is a possibility that contributes to sustainable development, as it reduces the extraction of quartz sand from the river, a non-renewable mineral resource.

Vietnam's mining industry has a long history with mines distributed throughout the country. Ithas contributed significantly to national economic growth. However, it also causes negative impacts onthe environment, thereby affecting sustainable development and mineral resource management.Therefore, mineral resource management is one of the most critical tasks of state management. The factorsthat directly affect this issue are the institutional system and state management tools by the law. Stateinstitutions are an essential tool to regulate behaviors and establish social orders and disciplines in allfields, including mineral resources management. This article presents the current law on managing andexploiting mineral resources to provide orientations and solutions to improve the state institution on theseactivities in Vietnam. Based on clarifying the theory of state institutions and analyzing the current legaldocument systems in Viet Nam, the paper emphasizes the role of appraisal in improving the quality oflegal documents and perfecting state institutions.

Coal is one of the most precious mineral resource, mining and mineral processing contributesto the economic development. In Vietnam, coal mining industry is economically profitable. However, thisindustry shows several disadvantages such as low productivity, wasting resources, negative environmentalimpact. Therefore, the State of Vietnam need to improve the coal mining governance to raise revenues,avoid wasting resources and meet the requirements of sustainable development. The paper aims toevaluate State governance of coal mining industry in Vietnam, and shows the advantages anddisadvantages of this governance. Therefore, this paper proposes the strategies and solutions to improvecoal mining governance in Vietnam towards sustainable development. The structure of the paper includes:(i) Literature review of the importance and requirements of state governance of coal mining industrytowards sustainable development; (ii) State governance of coal mining industry in Vietnam; (iii) Proposalsto improve State governance of coal mining industry towards sustainable development in Vietnam.
