Global migration governance has evolved dramatically over the last quarter-century through increased international forums, bilateral and regional initiatives, and global responses. This article describes why international cooperation on migration has been so difficult by examining the factors that encourage and discourage cooperation. In the face of increasing pressure, the United Nations and other international organizations have taken up the challenge to build a more reliable and institutionalized architecture that moves beyond coordination and recent crises. This article considers two recent efforts: the Global Migration Group and the 2016 New York Declaration on Migrants and Refugees. Both cases show the conflicting interests of UN member states and competition among UN agencies and international NGOs. While there is much noise and activity around global governance of migration, it is unclear that the emerging norms and institutions will bring greater coherence or have more of an impact on refugee and migration policies worldwide.

Normative Political Theory

Based on the main contributions of normative political theory on global justice and migration ethics, this article assesses the global Compacts on refugees and migration, approved by the United Nations General Assembly in December 2018. The set of conclusions indicates that the Compacts constitute an important advance in global moral and political projects and commitments. However, the application of their predicted terms can bring about problems, distortions, and impasses in the sharing of responsibilities.

This chapter examines the charter, structures, organs, and operations that govern the inner workings of the United Nations. It also attempts to show how over more than 60 years a number of events and developments have affected the character and practices of the United Nations. Undoubtedly, the most important single development has seen the total membership grow nearly fourfold (50 to 193) in number. Of this latest number, a majority are former dependent territories. In addition, diplomats working within the UN system usually belong to a national mission in New York and elsewhere. This entails a specialized role, invariably concentrating on a particular topic or committee, and being the basic source of advice to the ambassador, and hence to the capital.

International, the flooding stream of words from national governmental representatives in international organizations has been accompanied by only a trickle of scholarly studies. These include the Carnegie Endowment's valuable series of studies of national policies in the UN, most of which are now outdated. The series does not have a volume on the USSR. The most extended and valuable recent attempt to fathom Soviet policy in the United Nations is Alexander Dallin's The Soviet Union at the United Nations (New York 1962). It deals with broader subject matter than the two books discussed here and gives much consideration to Soviet policy in relation to the maintenance of peace and security.

The International Health Conference, convened by the United Nations in New York in the summer of 1946, adopted a Constitution for a World Health Organization. It set up an Interim Commission of persons designated by eighteen named states to prepare for the First World Health Assembly and to carry on tasks inherited from previous international organizations. Unexpected delays in ratifications of the Constitution obliged the Interim Commission to operate for two years. WHO has thus been free to shape its destiny only from the time of the First World Health Assembly in the summer of 1948; it began its work formally as of September 1, 1948. The activities from 1946 to 1948 were largely determined by heritages from earner organizations; these, indeed, dominated the first program of WHO. The intervening three years have witnessed new trends, which some observers applaud and others view with doubt, if not alarm. It may be fruitful at this time to record some of these trends, to note the pressures which caused them and their implications for WHO's program and work-plan.
