The trajectory of developed welfare states in the early twenty-first century is perhaps best understood through the idea of ‘social investment’. The first section of the chapter defines social investment as a sui generis welfare paradigm, distinct from both the Keynesian–Beveridgean welfare state and its neoliberal critique, and analytically rooted in the three interrelated policy functions of lifelong human capital stocks, work–life-balanced flows, and inclusive buffers. The second section identifies the trajectories of (non-)social investment reform that have cross-cut welfare regimes in the past two decades. Section three takes stock of the impact of the economic crisis on recent welfare state developments. The final section concludes by reflecting on the challenges and opportunities for welfare reform after the Great Recession. Most notably, it highlights how high public spending on established social protection commitments seemingly operates as a ‘productive constraint’ that accelerates social investment reform, reinforcing employment and productivity growth, to sustain popular welfare states.

The nature of welfare regimes has been an ongoing debate within the comparative social policy literature since the publication of Esping-Andersen's ‘Three Worlds of Welfare’ (1990). This article draws upon recent developments within this debate, most notably Kasza's assertions about the ‘illusory nature’ of welfare regimes, to highlight the health care discrepancy. It argues that health care provision has been a notable omission from the wider regimes literature and one which, if included in the form of a health care decommodification typology, can give credence to Kasza's perspective by highlighting the diverse internal arrangements of welfare states and welfare state regimes.

This chapter discusses the impact of religion on welfare state development in Europe, North America, and the Antipodes. In one perspective, religion is seen as a cultural force: the tenets of the Christian doctrines have strongly influenced the notions of social justice on which modern social policies were built. Varying ethical principles gave rise to different institutional forms of distribution, redistribution, and social protection and to different demands for social security, which ultimately translated into distinctive economic and social outcomes. In another view, religion is seen as a political force: the social and political movements of organized religion, particularly Christian democracy and Catholic organizations, have shaped programmes of social reform and influenced social policy formation and outcomes.Both perspectives have major shortcoming and this chapter therefore promotes a re-specification of the link between religion and the welfare state to refine and improve upon the existing views. The new approach highlights the interplay between socio-economic (class) and religious (state–church) cleavages on the one hand, and electoral systems (majoritarian or proportional) on the other. In majoritarian systems, pro-welfare state political coalitions are less likely to emerge than in proportional systems. This explains the huge contrast between the Anglo-Saxon lean welfare states and the more generous welfare states in Europe. However, taking into account the difference in cleavage structures and the party systems between Nordic and continental Europe, the new approach also explains why the former developed more universal and generous welfare systems than the latter.

This synoptic introduction guides the reader through the major themes in this comparative analysis of the developed welfare states. It first outlines the origins of the welfare state and its development down to 1940. It then considers the impact of the Second World War on social policy and traces the apparent successes of expanding welfare state regimes in the thirty years that followed the war. It then assesses the critique and challenges that arose for this welfare state settlement from the mid-1970s onwards and the idea of a ‘crisis of the welfare state’. These challenges were simultaneously ideological, political, economic, and demographic, and are sometimes seen to have created new circumstances of ‘permanent austerity’. The contemporary welfare state faces a set of challenges very different to those which arose after 1945 in which the near-future context is set by the continuing impact of the Great Recession after 2008 and the new world of social policy created by COVID-19.

This chapter examines the emergence, expansion, variation, and transformation of the welfare state. It first considers the meaning of the welfare state before discussing three perspectives that explain the emergence of the welfare state: functionalist approach, class mobilization approach, and a literature emphasizing the impact of state institutions and the relative autonomy of bureaucratic elites. It then describes the expansion of the welfare state, taking into account the impact of social democracy, neocorporatism and the international economy, risk redistribution, Christian democracy and Catholic social doctrine, and secular trends. It also explores variations among developed welfare states as well as the effects of the welfare state and concludes with an analysis of the challenges and dynamics of contemporary welfare states. The chapter shows that the welfare state is a democratic state that guarantees social protection as a right attached to citizenship.

Conditional Cash Transfer programmes (CCTs) have been at the core of the remarkable expansion of social protection in Latin America in the early twenty-first century. Our article reviews the origins of CCTs in the Social Investment (SI) approach to social policy design, explores their characteristics and traces their expansion in Latin America. It further questions whether CCTs designed under the influence of SI can generate long-term substantial improvements in social outcomes. Our analysis suggests that while CCTs have evidently produced a number of positive outputs they are not, on their own, enough to achieve the aim of reducing poverty. CCTs appear to be more effective in poverty alleviation when they are accompanied by – or form part of – a wider package of measures that enhance social and employment rights, integrating workers into the formal economy under better conditions. We conclude that unless the structural deficiencies that shape many of the Latin American welfare regimes are addressed, the potential of social investment policies, like CCTs, to combat poverty will remain limited.


European welfare states are undergoing profound change, driven by globalisation, technical changes, and population ageing. More immediately the aftermath of the Great Recession and unprecedented levels of immigration have imposed additional pressures. This book examines welfare state transformations across a representative range of European countries and at the EU level, and considers likely new directions in social policy. It reviews the dominant neo-liberal austerity response and discusses social investment, fightback, welfare chauvinism and protectionism. It argues that the class solidarities and cleavages that shaped the development of welfare states are no longer powerful. Tensions surrounding divisions between old and young, women and men, immigrants and denizens, and the winners in a new more competitive world and those who feel left behind are becoming steadily more important. European countries have entered a period of greater political instability and this is reflected in policy directions. Austerity predominates nearly everywhere, but patterns of social investment, protectionism, neo-Keynesian intervention and fightback vary between countries. We identify areas of convergence and difference in European welfare state futures.


This book is concerned with the nexus between warfare and welfare. The relationship between war and welfare states is contested. While some scholars consider war a pacemaker of the welfare state, others have emphasized a sharp trade-off between ‘guns and butter’ and highlighted the negative impacts of war on social protection. However, many of these findings only focus on social spending or are based on studies of individual national cases. From a comparative and interdisciplinary perspective, this book addresses the question of whether and how both world wars have influenced the development of advanced welfare states. Distinguishing between three different phases (war preparation, wartime mobilization, and the post-war period), the volume provides the first systematic comparative analysis of the impact of war on welfare state development in the Western world. The chapters, written by leading scholars in this field, examine both short-term responses to and long-term effects of war in fourteen belligerent, occupied, and neutral countries in the age of mass warfare stretching over the period from c.1860 to 1960. The findings clearly show that war is essential for understanding several aspects of welfare state development and welfare state patterns in advanced democracies.

For the Netherlands and Belgium in the twentieth century, occupation is a key concept to understand the impact of the war on welfare state development. The occupation shifted the balance of power between domestic social forces: this was more decisive for welfare state development than the action of the occupier in itself. War and occupation did not result exclusively in more cooperation between social classes: some interest groups saw the war as a window of opportunity to develop strategies resulting in more social conflict. Class cooperation was often part of a political strategy to gain control over social groups or to legitimate social reforms. The world wars changed the scale of organization of social protection, from the local to the national level: after World War II social policy became a mission for the national state. For both countries, war endings had more lasting effects for welfare state development than the occupation itself.

The welfare states of Japan, South Korea, and Taiwan were built by conservative elites to serve the project of late industrialization, and for this reason the East Asian developmental welfare state focused its resources on those who were deemed most important for economic development (especially male industrial workers). Starting in the 1990s and increasingly since the 2000s, the developmental welfare state has experienced a far-reaching transformation, including the expansion of family policy to address the post-industrial challenges of female employment participation and low fertility. This chapter assesses social investment policies in East Asia, with a focus on family policy and on the South Korean case, where the most comprehensive rise of social investment policies were observed.
