Swedish Foreign Policy

This chapter examines the modern history of Sweden’s foreign policy and external relations through the lens of neutrality. Sweden’s commitment to neutrality has not meant that the country is passive in international arenas. To the contrary, neutrality has for decades dovetailed with “international activism” and the articulation of international law and collective action. The chapter describes the emergence of the Swedish policy of neutrality during the Cold War and the post-neutrality policy that has evolved since the collapse of the bipolar world order. It details the primary components of and main reasons for the somewhat overlapping yet otherwise different versions of Swedish foreign policy between the two periods.

This chapter examines the historical evolution of U.S. foreign policy in Africa. It first considers the history of U.S.–Africa relations, particularly during the Cold War era of U.S.–Soviet Union superpower rivalry. It then turns to the immediate post-Cold War era, in which a New World Order — a vision in which the United States and the United Nations could combine to establish freedom and respect for all nations — held out the possibility of positive U.S. involvement in Africa. It also discusses American policy towards Africa after 9/11, focusing on President George W. Bush’s efforts to incorporate Africa into Washington’s global strategic network as part of the new war on terror. The chapter concludes with an assessment of Barack Obama’s peace diplomacy as an approach to the civil war in Sudan.

This chapter focuses on the negotiations that preceded the 1961 Vienna Conference (which led to the conclusion of the VCDR). The author challenges the view that the successful codification was an obvious step and refers in this regard to a history of intense negotiation which spanned fifteen years. With particular reference to the International Law Commission (ILC), the chapter explores the difficult task faced by ILC members to strike a balance between the codification of existing practice and progressive development of diplomatic law. It reaches the finding that the ILC negotiations were crucial for the success of the Conference, but notes also that certain States supported a less-binding form of codification. The chapter also underlines the fact that many issues that had caused friction between the Cold War parties were settled during the preparatory meetings and remained largely untouched during the 1961 negotiations.

This article uses realism to explain past US grand strategy and prescribe what it should be today. Throughout its history, the United States has generally acted as realism depicts. The end of the Cold War reduced the structural constraints that states normally face in anarchy, and a bipartisan coalition of foreign policy elites attempted to use this favorable position to expand the US-led ‘liberal world order’. Their efforts mostly failed, however, and the United States should now return to a more realistic strategy – offshore balancing – that served it well in the past. Washington should rely on local allies to uphold the balance of power in Europe and the Middle East and focus on leading a balancing coalition in Asia. Unfortunately, President Donald Trump lacks the knowledge, competence, and character to pursue this sensible course, and his cavalier approach to foreign policy is likely to damage America’s international position significantly.

This chapter examines U.S. foreign policy in Russia. The end of the Cold War lifted the threat of nuclear annihilation and transformed the international security landscape. The United States interpreted the collapse of the Soviet Union as evidence that it had ‘won’ the Cold War, and that its values and interests would prevail in the future world order. The chapter first provides an overview of the collapse of the Soviet Union in 1991 before discussing U.S.–Russian relations under Bill Clinton and Boris Yeltsin, respectively. It then turns to the North Atlantic Treaty Organization (NATO) and its enlargement, the Kosovo crisis, and the ‘Great Game’ in Eurasia. It also analyses the rise of Vladimir Putin as president of Russia and the deterioration of U.S.–Russian relations and concludes with an assessment of the cautious partnership between the two countries.

This chapter traces the historical evolution of the international legal system, which is organized for analytical purposes in four major stages: from its gradual emergence (sixteenth–early seventeenth century) to the First World War; from the establishment of the League of Nations to the end of the Second World War (1919–1945); from the establishment of the United Nations to the end of the Cold War (1945–1989); and the last three decades since the end of the Cold War (1990–2020). The chapter emphasizes the European roots of international law but also the pressure it has faced since the 1960s to reflect the interests of developing and newly independent States. It also provides some basic historical elements and references to the growing literature on the history of international law, which are useful to understand the historical context of the material examined in subsequent chapters.
