Sight distance is an important indicator to ensure the safety of drivers, and is also an indispensable evaluation basis in highway safety engineering. In mountainous highways, high slopes and small radius often lead to poor visibility and traffic accidents. Through the combined calculation of horizontal and vertical sections, this paper comprehensively considers the specific sizes of roadside clearance, high slope, as well as the position and height of the driver’s view point and other factors, and it analyzes the limited visibility of the driver in the process of driving right turn. An effective and simplified calculation method based on design data for three dimensional (3D) stopping sight distance (S.S.D.) in high fill sections is proposed. Finally, the S.S.D. inspection of the actual highway, based on design speed and operating speed, is carried out, and the sight distance of the calculated point is judged by comparing the value with the normal value and the calculation result of the horizontal sightline offset. The results show that the method proposed in this paper is consistent with the sight distance results obtained by the horizontal sightline offset method, which indicates the calculation method is accurate and provides a technical reference for S.S.D. evaluation in highway safety engineering.

The speed-profile model has been suggested as a valuable tool for evaluating geometric design consistency for two-lane rural highways with isolated and combined horizontal and vertical alignments. The model determines the operating speeds on the speed-change (SC) segment, which is the distance between speed-limiting curves. The speed-limiting curves are the horizontal curves and the limited sight-distance crest vertical curves on horizontal tangents, where the sight distance required by the design guides is not satisfied. The model assumes that deceleration begins where required, which implies that the next curve is visible when deceleration starts. This paper presents an extension to the speed-profile model to incorporate the effect of sight obstruction on operating speeds and deceleration rates. The SC segment may include nonlimited sight–distance crest vertical and sag vertical curves. These curves may present sight obstruction. A procedure to determine whether the sight line is obstructed is developed. If it does, simple formulas are applied for revising the operating-speed profile. The extended model is suitable for inclusion in the design consistency module of the interactive highway safety design model.Key words: speed profile, model, two-lane highways, alignments, design consistency.

Improving two-lane highway traffic safety conditions is of practical importance to the traffic system, which has attracted significant research attention within the last decade. Many cost-effective and proactive solutions such as low-cost treatments and roadway safety monitoring programs have been developed to enhance traffic safety performance under prevailing conditions. This study presents research perspectives achieved from the Highway Safety Enhancement Project (HSEP) that assessed safety performance on two-lane highways in Beijing, China. Potential causal factors are identified based on proposed evaluation criteria, and primary countermeasures are developed against inferior driving conditions such as sharp curves, heavy gradients, continuous downgrades, poor sight distance, and poor clear zones. Six cost-effective engineering solutions were specifically implemented to improve two-lane highway safety conditions, including (1) traffic sign replacement, (2) repainting pavement markings, (3) roadside barrier installation, (4) intersection channelization, (5) drainage optimization, and (6) sight distance improvement. The effectiveness of these solutions was examined and evaluated based on Empirical Bayes (EB) models. The results indicate that the proposed engineering solutions effectively improved traffic safety performance by significantly reducing crash occurrence risks and crash severities.
