This paper introduces the development of cement concrete pavement in China and makes simple comparison with aspect concrete pavement and concludes that the cement concrete pavement has good development prospect. But there are some defects of cement concrete pavement, to solve these problems, this paper introduces the concept and methods of the preventive maintenance, which has enormous economic benefits.

Different types of distresses affect cement concrete pavement at different degrees. The determination of dominant distresses of the pavement preventive maintenance (PM) and its judgement standard can provide corresponding basis for PM decision. In this paper, 22 military airports in Northeast China, such as Heilongjiang Province, Jilin Province, and Liaoning Province, were selected to collect the data of pavement distresses. Based on the structural equation model (SEM), the structural relationship between the influencing factors of each distress and the pavement damage was established, and the goodness-of-fit of the model was tested. In addition, through path analysis, the influence degree of five kinds of latent variables such as joint distress, surface distress, vertical distress, repair distress, and fracture distress on pavement damage was obtained. Four distresses, such as corner peeling, surface peeling, surface crack, and interplate slip, were identified as the dominant distresses of PM of cement concrete pavement. On this basis, a binary classification model of confusion matrix was constructed. The basic evaluation index, receiver operating characteristic (ROC) curve, and Kolmogorov–Smirnov (KS) curve were used to comprehensively determine the judgement standard of the dominant distresses of pavement PM from multiple evaluation angles (corner peeling rate ≤ 35%, surface peeling rate ≤ 30%, surface crack rate ≤ 8%, and interplate slip rate ≤ 0.5%). The judgement standard can be combined with the corresponding prediction model to determine the optimal timing of PM of cement concrete pavement and provide pavement maintenance managers with the support of decision-making.

An analytical method based on rough set theory is put forward to judge disease genesis of cement concrete pavement, in which a decision table of disease genesis based on rough set theory is built according to statistical data of pavement disease in special segment. The support degree of each factor is computed by the attribute reduction algorithm of rough set theory to estimate its influence on pavement disease. The feasibility of the method is illustrated by an example, which makes up the shortages of present practical methods of the pavement disease genetic analysis and provides scientific judgment for maintenance decision of pavement.

Special load has produced serious damage to the concrete pavement because of the great gross weight and heavy axle load, but the present specification has not mentioned this kind of load. On this occasion, Several conditions of critical load are identified through ANSYS finite element model analysis and the formula through statistical regression analysis to the bottom maximum tension stress is drawn up. Which can not only guide the concrete pavement design under the special load but also the result may be referred by the other kinds of engineering.

This paper analyzed for common diseases treatment methods for cement pavement in Jilin province seasonal freeze-thaw area, based on the analyses, disease prevention and repair methods have been put forward for water deposit, fracture, dislocation, potholes, arch, plate corner crack and uneven settlement, the research results have certain reference meanings for cement pavement maintenance.
