Flash floods (or torrential rain flooding) is another type of flood hazard which has caused casualties and significant property damages. A methodology for identification of urban areas, which can potentially be burdened by that type of flood hazard, was proposed. This method, also called Method of Critical Points (CP), is a repeatable process able to identify areas, which are significant in terms of formation of surface run‑off and erosion. As addition to the preliminary flood risk assessment according to EU Directive 2007/60/ES on the Assessment and Management of Flood Risks, the presented methodology was applied for the entire area of the Czech Republic and the results are being used for the updating of non‑technical measures, e.g. urban planning. In the article, the principles of methodology of CP are described and results of the first application in the Czech Republic are presented, as well as possible interpretations of them.

Abstract Of all natural disasters, floods represent the most serious threat to the territory of the Czech Republic. This is given by the situation of the Czech Republic at the continental as well as the worldwide scale. At present, the design of anti-flood measures is mostly based on technical measures, without considering improvements in the hydromorphological status according to the Framework Directive on Water Management and without considering the natural transformation of flood discharge in the alluvial plains of water courses. This report presents a design for the optimization of anti-flood measures in the pilot catchment of the Litavka River, in which we propose particular measures for the catchment for its entire surface while providing a good hydromorphological status. We also wanted to quantify the proposed measures leading to the increased retention and accumulation capacities of the catchment area.

The flood damages caused recently in the Czech Republic require additional measures both on rivers and in catchment areas. Cities and towns are especially interested in the protection because of their high vulnerability. Ecological (land use) and technical (reservoirs) measures are being planned in catchments to keep water in the landscape safe. The flood plain segmentation into sectors with different protective values and move of technical measures from rivers close to valuable objects and areas represent the vision of flood control downstream the rivers.

The population is nowadays increasingly threatened by events that have an immediate impact on their health and lives. One of the most endangered targets are the so-called soft targets. These are such targets that are characterized by a high population concentration, and low or even no level of security against violent or even terrorist attacks. The research carried out by the authors clearly showed that one of the important and easily vulnerable soft targets are schools. This article focuses on the safety of schools and their facilities. The authors focused on finding out the safety of schools as soft targets in the Czech Republic. The security level of schools was measured at selected nursery, elementary, and secondary schools in the city of Brno. As well as technical elements, other factors contributing to the overall safety of schools were also verified. It was found that although a large number of schools have at least basic elements of security available, systemic and organizational measures are not sufficient for technical measures to be important.
