Green lighting technology has the advantages of energy efficiency, friendly environment, safety and comfort. Based on the introduction of green lighting technology, taken the Mt. Lushan West Sea tourist highway service as the case study, we analyzed light guide illumination, the optimum use of natural light and energy efficient lighting respectively from the aspects of technical characteristics and the specific highway service application. We finally made the economic analysis in the energy savings of green lights in the highway service, and the result showed that through the use of green lighting systems Mt. Lushan West Sea tourist highway service could save electricity and reduce operating costs 134,700 Yuan per year.

The article discusses the results of a survey of the light environment parameters in preschool educational institutions in Russia. Improving the light environment means, on the one hand, maintaining the quality of lighting, and on the other hand, improving energy efficiency and thereby reducing the financial burden. The first step in improving energy efficiency can be called an energy audit of educational institutions and the development of economically viable measures to save energy. The energy efficiency indicator was put in the first place, and to some extent the quality indicators of lighting were forgotten (for example, such as color rendition, color temperature, uniformity of illumination and etc). During the survey of the light environment, we made disappointing conclusions about the inconsistency with the parameters of regulatory documents. The lack of visible results of the implementation of energy-based solutions makes the kindergarten’s management adhere to standard solutions for improving efficiency and not worrying about the quality of lighting. It is necessary to comprehensively consider the issues of improving the light environment and take into account not only the energy efficiency, but also the quality indicators of lighting systems. In turn, the number of indicators of energy efficiency of buildings must be expanded.

Purpose – The purpose of this paper is to suggest the usage of the project finance (PF) scheme as a suitable mechanism to fund energy efficiency projects at the urban scale and present its advantages and adoption barriers. Design/methodology/approach – A case study is developed to renew the traffic lighting system of an Italian town via replacement of the old lamps with new light-emitting diode (LED) technology. Several partners are involved in the case project to construct a viable PF arrangement. Findings – The case study presents the viability of the proposed PF scheme that provides for acceptable financial returns and bankability. However, it also shows that the need for short concession periods may call for a public contribution to the initial funding to make the project more attractive to private investors. Practical implications – This case study is a useful guideline for governments and promoters to using the PF arrangement to fund energy efficiency investments in urban settings. It helps designing an appropriate PF scheme and understanding the advantages of PF to reduce risk and, consequently, increase the debt leverage and profitability of energy efficiency projects. Originality/value – This paper contributes to bridging the gap about the lack of works addressing the implementation of the PF mechanism in the energy efficiency sector in urban areas. The importance of this paper is also associated with the shortage of traditional public finance faced by many cities that forces to seek for alternate forms of financing.
