The Revenue Reconciliation Act of 1993 (RRA93) significantly expanded the earned income credit (EIC), which was changed to include low-income taxpayers without dependents. Evolving, most directly, from the “workfare” plan (1972) proposed by Senate Finance Committee Chairman, Russel B. Long, and in response to President Nixon's Family Assistance Program (FAP), the post-1974 EIC was not the first of its kind. It had two predecessors. The EIC of 1923 through 1931 benefitted taxpayers with or without dependents and excluded any “workfare” feature. A second EIC, in name only, was in effect for the 1934 through 1943 tax years. This paper develops a historical framework for study of the post-1974 EIC. This framework necessarily precedes any investigation of contemporary issues relating to the twenty-year history of the post-1974 EIC which, unlike its first predecessor, appears destined to continue as a permanent, expanding mechanism for the delivery of basic subsistence to the “working poor.” The resolution of these contemporary issues will determine whether the post-1974 EIC is destined to replace or continue to co-exist with a (presumably) more costly welfare delivery system.

A large body of empirical work has shown the role that parenting plays in the development of prosocial behaviors of children. Parenting styles (e.g., democratic versus authoritarian) and parenting practices (e.g., inductive discipline versus guilt-shame induction) in particular have been empirically linked to prosocial behaviors as well as numerous other well-being indicators in children. What is less understood is the role that culture and cultural context might play in the parenting-prosocial nexus. This chapter explores the contributions of culture comparative and in-depth cultural studies of parenting and children’s prosocial behaviors. These studies extend the range of variability of parenting dimensions and contexts as they relate to children’s prosocial outcomes – providing a means of testing the generalizability of theory in a wider range of settings, as well as in identifying facets of parenting and family life that may otherwise be neglected in current scholarship. Collectively, studies support traditional socialization theories and show how numerous parenting dimensions are linked to prosocial outcomes in children in several cultural communities. Nonetheless, emerging research suggests culturally embedded processes that impact upon the parenting and prosocial link - meriting closer attention for future scholarship.

The younger generation’s widespread use of online social network sites has raised concerns and debates about social network sites’ influence on this generation’s civic engagement, whether these sites undermine or promote prosocial behaviors. This study empirically examines how millennials’ social network site usage relates to volunteering, using the 2013 data of the Minnesota Adolescent Community Cohort Study. The findings reveal a positive association between a moderate level of Facebook use and volunteering, although heavy users are not more likely to volunteer than nonusers. This bell-shaped relationship between Facebook use and volunteering contrasts with the direct correlation between participation in off-line associational activities and volunteering. Overall, the findings suggest that it is natural to get mixed messages about social network sites’ impacts on civic engagement, and these platforms can be useful tools for getting the word out and recruiting episodic volunteers.
