Abstract Today’s internet world is moves to cloud computing to maintain their public data privately in a secure way. In cloud scenario, many security principles are implemented to maintain the secure transmission of data over the internet. And still, the main concern is about maintaining the integrity of our own data in public cloud. Mostly, research works concentrates on cryptographic techniques for secure sharing of data but there is no such mentioned works are available for data integrity. In this paper, a data masking technique called obfuscation is implemented which is used to protect the data from unwanted modification by data breaching attacks. In this work, enhanced Vigenere encryption is used to perform obfuscation that maintains the privacy of the user’s data. Enhanced Vigenere encryption algorithm combined with intelligent rules to maintain the dissimilarity between the data masking for perform encryption with different set of rules. This work mainly concentrates on data privacy with reduced time complexity for encryption and decryption.

   The concept of implementing e-government systems is growing widely all around the world and becoming an interest to all governments. However, governments are still seeking for effective ways to implement e-government systems properly and successfully. As services of e-government increased and citizens’ demands expand, the e-government systems become more costly to satisfy the growing needs. The cloud computing is a technique that has been discussed lately as a solution to overcome some problems that an e-government implementation or expansion is going through. This paper is a proposal of a  new model for e-government on basis of cloud computing. E-Government Public Cloud Model EGPCM, for e-government is related to public cloud computing.

Optimization of data security techniques is very necessary so that the data or information that is secured is really safe from attack. Data that has been encrypted based on cryptographic techniques very quickly raises suspicion that the data is confidential or important. Therefore, this technique is better combined with steganography techniques. Utilization of steganography techniques can minimize the attacker's suspicion of data that is secured, because by using steganography data techniques can be hidden on certain objects. This study discusses how to encode a text based on the Merkle-Hellman Knapsack algorithm and the resulting password is hidden in a grayscale digital image as a hiding object based on the pixel value differencing algorithm.
