AbstractDuring his extensive travels in search of materials for the Śatapitaka, Prof. Dr. Raghu Vira undertook a journey to the Mongolian People's Republic (M.P.R.) at the invitation of the Committee of Sciences, Ulanbator. Inter alia, he discovered a hitherto unkown edition of the Tibetan Kanjur which was revised and printed in Urga during the sway of the eighth and last Jibcundampa (rje-btsun-dam-pa). Prof. Raghu Vira was told that only two copies were printed. The xylographic blocks are no longer extant. One copy is in the State Library at Ulanbator, and the other is now on the shelves of the International Academy of Indian Culture, New Delhi. It was presented to Prof. Dr. Raghu Vira in December 1955, by His Excellency Mr. U. Tsedenbal, the Prime Minister of the M.P.R.

Not long ago when the State-owned Air-India acquired its first jumbo jet, it was christened ‘Emperor Ashoka’, a two-thousand year old name for an ultra-modern technological innovation. Let us look at another event. About two months before the jumbo's arrival, Prime Minister Indira Gandhi had observed, at a seminar in New Delhi, that modern India should discard the traditions and the irrelevant values, customs, conventions and social systems, while retaining the timeless values for which it had stood for centuries. I have picked up these two events to underscore the problem of harmonizing tradition with innovation, a problem confronting every society in which the elite has set out a timetable of political development through modernization. (I do not intend to engage in the rather unfruitful exercise in terminology, for the definition of these terms would demand a separate paper to satisfy a purist.)

Die Landesbibliothek Schleswig-Holstein wird derzeit zu einem Zentrum für Digitalisierung und Kultur umgebaut. Die Massnahmen während der Coronakrise stärken einerseits diese Entwicklung, andererseits zeigen sie deutlich die fundamentale Bedeutung der Bibliotheken für die Gesellschaft und für die Bürgerinnen und Bürger, die dort Orte der Begegnung (Dritte Orte) finden, wo sie Themen diskutieren und ihr Wissen erweitern können. Der Artikel zieht ein erstes Fazit. The State Library of Schleswig-Holstein is currently being developed into a centre for digitisation and culture. On the one hand, the measures taken during the Corona crisis are strengthening this development, on the other hand they clearly show the fundamental importance of libraries for society and the importance of citizens finding meeting places (third places) to discuss topics and expand knowledge. The article draws a first conclusion.

The clear winner of the state election in Saxony-Anhalt on June 6, 2021 was the CDU, which was well ahead of the AfD . The FDP, which managed to re-enter the state parliament, was also among the election winners . The big loser was the Left Party, which achieved the worst result in Saxony-Anhalt’s history . The election’s decisive result factor was the extraordinarily high popularity of Prime Minister Reiner Haseloff (CDU), who benefit­ed from his incumbency bonus across party lines . Not only did the citizens hardly know the other leading candidates; moreover the CDU was perceived as having strong problem­solving competence for the dominant issues of Corona and in other relevant policy areas . Likewise, the CDU and Haseloff’s strategy to clearly distinguish themselves from the AfD and the Left was successful . Since Prime Minister Haseloff wanted a stable government for the state, a tripartite alliance was the only option . Due to the conflicts between the CDU and the Greens in the previously ruling so-called Kenya coalition (black, red, green), the CDU chose the FDP as a new coalition partner alongside the SPD, and more than three months after the election a so-called Germany coalition (black, red, yellow) was concluded .

Not very long ago, scholars saw it fit to name a new and quite widespread phenomenon they had observed developing over the years as the “judicialization” of politics, meaning by it the expanding control of the judiciary at the expenses of the other powers of the State. Things seem yet to have begun to change, especially in Migration Law. Generally quite a marginal branch of the State's corpus iuris, this latter has already lent itself to different forms of experimentations which then, spilling over into other legislative disciplines, end up by becoming the new general rule. The new interaction between the judiciary and the executive in this specific field as it is unfolding in such countries as the UK and Switzerland may prove to be yet another example of these dynamics.

The note is about the appeal lodged by the late Mrs Winnie Madikizela-Mandela to the SCA against the decision of the Eastern Cape High Court, Mthatha, dismissing her application for review in 2014. In that application, she sought to have reviewed the decision of the Minister of Land Affairs, to transfer the now extended and renovated Qunu property to Mr Mandela and to register it in his name. Because her application was out of time, she also applied for condonation of her delay in making the application. The court a quo dismissed both applications with costs, holding that there had been an undue delay on her part. Mrs Mandela then approached the Supreme Court of Appeal, for special leave to appeal the decision of the court a quo. Two questions fell for decision by the SCA: whether there was an unreasonable and undue delay on Mrs Mandela’s part in instituting review proceedings; and whether the order for costs was appropriate in the circumstances of the case. The SCA held that there was indeed an unreasonable delay (of seventeen years). Shongwe AP (with Swain, Mathopo JJA, Mokgothloa and Rodgers AJJA concurring) held that the fact that there had been an undue delay does not necessarily mean that an order for costs should, of necessity, particularly where, as in this case, the other litigant is the state. It is the writer’s view that two other ancillary points needed to be raised by counsel and pronounced on by the Court: (a) the lawfulness and regularity of the transfer of the Qunu property to Mr Mandela; and (b) Mrs Mandela’s status as a customary-law widow—in relation to Mr Mandela.

In this paper, we analyse two subtypes of related comparative constructions in Portuguese, with a focus on grammatical anomaly and change – whether expressed in translated text, as a result of calquing (from English), or in autochthonous text, evincing an area of grammatical instability and change in progress. These are: on the one hand, comparative clauses using multiplicative numbers or fractions, like the Portuguese counterparts of the president is twice as popular as the prime minister or women are four times less likely to develop coronary problems than men, and, on the other hand, nominal phrases resorting to the same quantifying operators, but in a non-clausal environment, like the counterparts of Spain has twice the level of unemployment of Portugal or this game console has four times the memory of the previous one. The observed anomalies – or disputed constructions – involve the non-canonical: (i) use of equative operators (tão/tanto, ‘as’) in comparative clauses with multiplicative numbers or fractions (likely, as a result of calquing from English); (ii) use of a connective (que/do que, ‘than’) in nominal phrases with quantifying operators similar to those of comparative clauses (likely, as a result of autochthonous hybridization); (iii) use of complex prepositional expressions like comparativamente com (‘in comparison with’) or em relação a (‘relatively to’) either instead of the connective (do) que in comparative clauses, or before modifiers inside nominal phrases with multiplicative numbers or fractions. Overall, an intriguing area of grammatical unrest is discussed, with a particular focus on its bearing on translating texts into standard Portuguese.
