Under the recently adopted 2030 EU climate change policy framework, land use, land use change and forestry (lulucf) will for the first time contribute to the EU’s economy wide emission reduction target. This article looks at the history of the lulucf Regulation, analysing its contents in light of the history of international and regional efforts to regulate emissions and removals in this specific sector. It highlights the challenges associated with regulating this specific sector and reviews the regulation, assessing how well it has addressed these challenges.

<p>This keynote presentation introduces the sources, methods, and major findings of the History of Climate and Society (HCS), a recently-coined field that uncovers the past influences of climate change on human history. It begins by offering a brief history of the field, from the eighteenth century through the present. It then describes how HCS scholars “reconstruct” past climate changes by combining what they call the “archives of nature” – paleoclimatic proxy sources such as tree rings, ice cores, or marine sediments – with the texts, stories, and ruins that constitute the “archives of society.” Next, it explains how HCS scholars in different disciplines have used distinct statistical and qualitative methods, and distinct causal frameworks, to identify the influence of climate change in the archives of society. It explores how HCS scholars conceptualize the vulnerability and resilience of past societies by introducing some telling case studies, and explaining how those case studies have grown more complex as HCS matured as a field. It then emphasizes the enduring challenges faced by HCS scholars and how, in recent months, they have been identified and are beginning to be addressed. Finally, it describes how HCS has informed climate change policy and public discourse, before offering some key lessons that policymakers can learn from the field.</p>

This chapter outlines China’s developing climate change response. The nation is the world’s largest emitter of greenhouse gases and the largest consumer of energy. China’s engagement in the international climate change negotiations can be divided into three phases: a ‘learning’ phase from 1989 to 1995; a shift toward more active participation between 1995 and 2007; and more comprehensive engagement on climate change domestically and internationally around the time of the UN Climate Conference in Bali in 2007. Shortly before the conference, Chinese authorities announced for the first time a comprehensive National Climate Change Program. It presented a range of existing policies created earlier to address other energy and environmental issues.

It is a long-held belief among scholars and practitioners that the State of California is a notable subnational leader in environmental and climate change policy. This article focuses primarily on four essential contextual factors that explain why and how within the United States’ federal system of government California has become such an important leader, performing far in excess of the national government and most other states. These essential factors are preferences, authority, capacity, and effectiveness. The article then moves to the multifaceted implementation strategy California policy makers have employed to realize their environmental goals. Finally, despite the history of strong leadership, the state continues to face a host of significant challenges in realizing its ambitious climate change goals for the coming decades.

The program, ‘Reducing Emissions from Deforestation and Forest Degradation’ (REDD), which operates within the international climate change policy framework, is projected to emerge as one of the key climate change mitigation mechanisms for developing countries. The existing Afforestation/Reforestation (A/R) mechanism, operating under the Clean Development Mechanism of the Kyoto Protocol to the United Nations Framework Convention on Climate Change, may prove useful for drawing lessons for the emerging REDD program, since both mechanisms represent flexible means for developed countries to achieve compliance with their mitigation targets under the Kyoto Protocol. The possible means include CDM as the basis for a project-based approach for the implementation of REDD (if adopted) or the inclusion of REDD within CDM. This article compares the features of A/R CDM and REDD, identifies similarities and differences, and analyses the extent to which the former can provide guidance for the development of a carbon governance mechanism for REDD.

Summary This article analyses the protracted climate change case of Juliana v United States of America. We consider the history of the case as well as the most recent judgment of the Federal Court of Appeals, which seems to be the final judgment in this case as it is not foreseen that the case will be appealed with any success. The Juliana case provided hope for many people in the United States that the case would be able to succeed and possibly alter climate change policy in the country. Although the latest judgment will be disappointing to climate change activists and those affected by climate change, we agree with the ruling of the majority opinion in the Court of Appeals case and believe that it is a sound legal decision despite its general disapprobation.
