The global debt problem influences the foreign-policy capabilities of the United States through its impact on the government's “linkage strategies” in foreign affairs. In some circumstances policy makers are forced to make connections between different policy instruments or issues that might not otherwise have been felt necessary; in others, opportunities for connections are created that might not otherwise have been felt possible. The Polish debt crisis of 1981–82, the Latin American debt crisis of 1982–83, and the IMF quota increase in 1983 are suggestive in this regard. Linkage strategies bred by the debt issue are more apt to be successful when the interest shared by the United States with other countries in avoiding default is reinforced by other shared economic or political interests. They will also be more successful to the extent that the government can supplement its own power resources by relating bank decisions to foreign-policy considerations. Power in such situations, however, is a wasting asset, even when employed indirectly through the intermediation of the IMF.

This concluding chapter looks at the links connecting transparency, accountability, and compliance. In particular, it considers an ideal model of electoral accountability. Yet it is unclear whether dissatisfaction with the conduct of elections translates into voting preferences at the ballot box, and there are many conditions under which this ideal model fails, even in democratic states. To illuminate, the chapter compares some selected case studies, including Watergate in the United States, the Fujimori scandal and the Peruvian general election in 2000, and the Recruit scandal and Japanese elections in 1993. Finally, it assesses the more general lessons arising from contributions to this book, considers the broader consequences of the transparency-accountability-compliance nexus for understanding processes of electoral integrity and malpractice, and identifies some of the key policy implications that follow from the analysis.

This article explores a key period in the relationship between the United States and Iran in the shadow of the Vietnam conflict and the overarching Cold War. It shows how U.S.-Iranian relations shifted considerably from early 1965—when the shah of Iran stepped up his efforts to reduce his dependence on the United States—to November 1967, when U.S. economic development assistance to Iran formally ended. The Johnson administration's overwhelming concern with the Vietnam conflict led to the neglect of potentially critical foreign policy issues and allies, but the lack of success in Vietnam simultaneously accentuated the importance of maintaining key alliance relationships, especially with Iran. The article underscores the centrality of domestic political considerations in forming and understanding foreign policy, both in the United States and in other countries. It also suggests that Third World leaders understood the nature of the Cold War and used the superpower conflict to their advantage to a much greater degree than previously recognized.

Disputes with foreign policy implications have often been brought to the federal courts. These cases call attention to the tension between the authority of the political branches to conduct the foreign relations of the United States and the authority of the courts to render judgments according to the law. How this tension is resolved, in turn, bears directly on the commitment of the United States to the rule of law.
