This essay explores two critical moments in the recent history of US inequality, when economic measures drew attention to gaping disparities in the American political economy: the early 1960s, when popularized social statistical reporting led to the “discovery” of, and declaration of “war” on, poverty; and the 2010s, when the “1 percent” became a potent symbol of the increasingly extreme concentration of wealth. Despite pronounced differences, both moments reveal how even the most dramatic of measurements could be, and were, used as much to minimize as to reveal the broader dimensions of inequality, in ways that help us to understand the limited political response.

The patronage of national governments has played an important role in the history of astronomy, classically in the form of National Observatories. In this paper we 1) argue that the last three centuries have seen what we may call a “national observatory movement,” in that national governments during this period increasingly supported astronomical observatories, and in that such institutions share certain common properties of origin, purpose and evolution; 2) demonstrate the important role that Pulkovo Observatory has played in this movement; and 3) compare certain aspects of the Pulkovo Observatory and the United States Naval Observatory as exemplars of this species founded within a decade of each other under very different political conditions.

I am sure that all of us who have been attempting to make sense of American party politics these last couple of decades welcome Professor Reiter's contribution, and look forward to the publication of his book. As I understand the argument he is making, at least four positions are possible with respect to the recent history of political parties and Presidential nominations in the United States: (1) that no changes have occurred; (2) that long-term secular trends account for all changes; (3) that party reforms account for all changes; and (4) that a combination of longer-term trends and party reforms account for changes. Perhaps in order to hold the attention of readers, Professor Reiter has chosen to contrast positions (2) and (3).
