Scheduling a Bus Fleet for Evacuation Planning Using Stop-Skipping Method

Sudden passenger demand at a bus stop can lead to numerous passengers gathering at the stop, which can affect bus system operation. Bus system operators often deal with this problem by adopting peer-to-peer service, where empty buses are added to the fleet and dispatched directly to the stop where passengers are gathered (PG-stop). However, with this strategy, passengers at the PG-stop have a long waiting time to board a bus. Thus, this paper proposes a novel mathematical programming model to reduce the passenger waiting time at a bus stop. A more complete stop-skipping model that including four cases for passengers’ waiting time at bus stops is proposed in this study. The stop-skipping decision and fleet size are modeled as a dynamic program to obtain the optimal strategy that minimizes the passenger waiting time, and the optimization model is solved with an improved ant colony algorithm. The proposed strategy was implemented on a bus line in Harbin, China. The results show that, during the evacuation, using the stop-skipping strategy not only reduced the total waiting time for passengers but also decreased the proportion of passengers with a long waiting time (>6 min) at the stops. Compared with the habitual and peer-to-peer service strategies, the total waiting time for passengers is reduced by 31% and 23%, respectively. Additionally, the proportion of passengers with longer waiting time dropped to 43.19% by adopting the stop-skipping strategy, compared with 72.68% with the habitual strategy and 47.5% with the peer-to-peer service strategy.

Urban rail crew scheduling problem is to allocate train services to crews based on a given train timetable while satisfying all the operational and contractual requirements. In this paper, we present a new mathematical programming model with the aim of minimizing both the related costs of crew duty and the variance of duty time spreads. In addition to iincorporating the commonly encountered crew scheduling constraints, it also takes into consideration the constraint of arranging crews having a meal in the specific meal period of one day rather than after a minimum continual service time. The proposed model is solved by an ant colony algorithm which is built based on the construction of ant travel network and the design of ant travel path choosing strategy. The performances of the model and the algorithm are evaluated by conducting case study on Changsha urban rail. The results indicate that the proposed method can obtain a satisfactory crew schedule for urban rails with a relatively small computational time.

Due to contradiction of large-scale passenger demand and limited transportation capacity, the passengers who cannot be transported away in time accumulate and congest in stations. To ensure travel safety, improve travel efficiency, and ameliorate waiting environments for passengers, this paper proposes an adaptive multilevel collaborative passenger flow control strategy integrating the control of station entrance and station hall. An integer linear programming model is constructed, which aims at minimizing the total passenger waiting time and taking the safe capacity of each key area of all stations as the necessary constraints. The model is applied in two scenarios with different scales of passenger demand in the morning peak of the Batong line. The results show that the proposed model can adaptively activate the appropriate control level, limit the amount of accumulated passengers in each key area of the station within its safe capacity, and shorten the total passenger waiting time.

Allocation of emergency mobile facility is the key problem of the emergency response system, which affects the cost and the satisfaction of services for emergency so as to rapidly respond to disasters, contagions, etc. In order to seek a reasonable fleet size and locations of emergency mobile facilities, we propose a two-stage programming model with the objective function of minimizing the total cost. With uncertain characteristics of emergency event, the model conforms to the requirement for noninterruptible service and tries to satisfy all emergency demands. For overcoming the computational difficulty of emergency mobile facility fleet size and location problem, a robust optimization approach and modified ant colony algorithm are employed to obtain solutions. The illustrative example shows that the model can provide a reasonable solution to the determination of the fleet size and locations of emergency mobile facilities and that the risk recognition factor of the model can further guide decision-making.

Technique for Order Performance by Similarity to Ideal Solution (TOPSIS) method has been extended in previous literature to consider the situation with interval input data. However, the weights associated with criteria are still subjectively assigned by decision makers. This paper develops a mathematical programming model to determine objective weights for the implementation of interval extension of TOPSIS. Our method not only takes into account the optimization of interval-valued Multiple Criteria Decision Making (MCDM) problems, but also determines the weights only based upon the data set itself. An illustrative example is performed to compare our results with that of existing literature.

In this paper, we develop a hybrid bi-objective credibility-based fuzzy mathematical programming model for portfolio selection under fuzzy environment. To deal with imprecise parameters, we use a hybrid credibility-based approach that combines the expected value and chance constrained programming techniques. The model simultaneously maximizes the portfolio return and minimizes the portfolio risk. We also consider an additional important criterion, namely, portfolio liquidity as a constraint in the model to make it better suited for practical applications. The proposed fuzzy optimization model is solved using a two-phase approach. An empirical study is included to demonstrate applicability of the proposed model and the solution approach in real-world applications of portfolio selection.
