Bonn's Ostpolitik at the Crossroads?

In September 1982 the Social and Free Democratic coalition1 collapsed after thirteen years' rule; the conservative Union parties coalesced with the Free Democrats to return to power in Bonn. Two months later Brezhnev died in Moscow amidst an ongoing new Cold War with the Reagan Administration. His successor, as the Chief of the Communist Party of the Soviet Union (CPSU), turned out to be the former KGB chief, Yuri Vladimirovich Andropov. With time running out for NATO's deployment of new missiles in the Federal Republic of Germany (FRG) and other West European states, and a significant conservative victory in the United Kingdom elections in June 1983, elements of uncertainty in the crucial relations between Bonn and Moscow may have increased. Between 1969 and 1982 the (SPD) had managed to reverse the (CDU's) twenty years of hardline approach to the Soviet bloc. Despite irritations, Bonn under SPD-led governments managed to keep its ostpolitik on an even keel. Central European detente seemed to have survived the collapse of the larger, superpower rapprochement. The critical question in mid-1983, following the conservative election victories in Bonn and London and against the background of significant US-USSR rivalry, is whether the latter rivalry would also suck into its vortex relative peace in Central Europe. Should that happen, the Cold War would return to Europe, reinforce the anomalies emanating from a divided Germany as well as the superpower adversary relationship in turn. In this context the present article will, first, take a retrospective look at ostpolitik, its causes and achievements, then explore Bonn's relations with Moscow as they evolved while the SPD was in power and, finally analyze the implications of the leadership changes in Bonn and Moscow for the future of ostpolitik.

This article reevaluates the U.S.-backed coup in 1954 that overthrew Guatemala's democratically elected president, Jacobo Árbenz Guzmán. The coup is generally portrayed as the opening shot of the Cold War in the Western Hemisphere and a watershed moment for U.S.–Latin American relations, when the United States supplanted its Good Neighbor Policy with a hardline anti-Communist approach. Despite the extensive literature on the coup, the Soviet Union's perspectives on the matter have received scant discussion. Using Soviet-bloc and United Nations (UN) archival sources, this article shows that Latin American Communists and Soviet sympathizers were hugely influential in shaping Moscow's perceptions of hemispheric relations. Although regional Communists petitioned the Soviet Union to provide support to Árbenz, officials in Moscow were unwilling to prop up what they considered a “bourgeois-democratic” revolution tottering under the weight of U.S. military pressure. Soviet leaders were, however, keen to use their position on the UN Security Council to challenge the authority of the Organization of American States and undermine U.S. conceptions of “hemispheric solidarity.” The coup, moreover, revealed the force of anti-U.S. nationalism in Latin America during a period in which Soviet foreign policy was in flux and the Cold War was becoming globalized.

Ronald Reagan’s foreign policy legacy remains hotly contested, and as new archival sources come to light, those debates are more likely to intensify than to recede into the background. In dealings with the Soviet Union, the Reagan administration set the superpowers on a course for the (largely) peaceful end of the Cold War. Reagan began his outreach to Soviet leaders almost immediately after taking office and enjoyed some success, even if the dominant theme of the period remains fears of Reagan as a “button-pusher” in the public’s perception. Mikhail Gorbachev’s election to the post of General Secretary proved the turning point. Reagan, now confident in US strength, and Gorbachev, keen to reduce the financial burden of the arms race, ushered in a new, cooperative phase of the Cold War. Elsewhere, in particular Latin America, the administration’s focus on fighting communism led it to support human rights–abusing regimes at the same time as it lambasted Moscow’s transgressions in that regard. But even so, over the course of the 1980s, the United States began pushing for democratization around the world, even where Reagan and his advisors had initially resisted it, fearing a communist takeover. In part, this was a result of public pressure, but the White House recognized and came to support the rising tide of democratization. When Reagan left office, a great many countries that had been authoritarian were no longer, often at least in part because of US policy. US–Soviet relations had improved to such an extent that Reagan’s successor, Vice President George H. W. Bush, worried that they had gone too far in working with Gorbachev and been hoodwinked.

This article introduces Scandinavia (or the Norden, as the region is sometimes called) and describes the position of the five Nordic countries, Denmark, Finland, Iceland, Norway and Sweden, during the Cold War. The Cold War created a new political situation in the Nordic region, and to some degree divided the Nordic countries between East and West and also on the German question. The introduction analyses how the Nordic countries dealt with Germany – that is with the two German states, the Federal Republic of Germany and the German Democratic Republic, and also describes the role of the Soviet Union and how it tried to influence the Nordic stance on the German question.

The Cold War in Latin America had marked consequences for the region’s political and economic evolution. From the origins of US fears of Latin American Communism in the early 20th century to the collapse of the Soviet Union in the early 1990s, regional actors played central roles in the drama. Seeking to maximize economic benefit while maintaining independence with regard to foreign policy, Latin Americans employed an eclectic combination of liberal and anti-imperialist discourses, balancing frequent calls for anti-Communist hemispheric unity with periodic diplomatic entreaties to the Soviet bloc and the nonaligned Third World. Meanwhile, US Cold War policies toward the region ranged from progressive developmentalism to outright military invasions, and from psychological warfare to covert paramilitary action. Above all, the United States sought to shore up its allies and maintain the Western Hemisphere as a united front against extra-hemispheric ideologies and influence. The Cold War was a bloody, violent period for Latin America, but it was also one marked by heady idealism, courageous political action, and fresh narratives about Latin America’s role in the world, all of which continue to inform regional politics to this day.

Ever since the Berlin blockade of 1948 the attention of historians of modern and recent international relations has been engaged by the problem of how Germany and its capital, Berlin, came to be divided, first among the major powers of the anti-Hitler Grand Alliance—Great Britain, the United States, the Soviet Union, and France—and then, in 1949, into two rival states, the German Democratic Republic and the Federal Republic of Germany. This problem lies at the heart of the much-debated question regarding the origins of the Cold War. This review article makes no pretense at being a comprehensive report on the literature of the German problem. My aim is, rather, to call attention to some recent contributions to the literature and place them in context.

Bent Boel: Western Journalism and Soviet Bloc Dissidents During the Cold War: Themes, Approaches, Theses The role of journalism in international relations is a field which increasingly is attracting scholars’ attention. Cold War history is no exception in that regard. This article tries to identify themes, approaches and theses in the emerging literature dealing with Western journalists’ role in the Soviet Bloc during the Cold War. It more particularly discusses an issue which figures prominently in the new scholarship, namely the relationship between Western journalists and Soviet Bloc dissidents. Reflecting the bias of the literature, most examples draw on the Soviet case. The bulk of the literature on Cold War journalism discusses American (subsidiarily British) journalists in the Soviet Union and West German journalists in either the USSR or the GDR. As is shown in the article, a number of recent publications have contributed to our understanding of Western journalism in the Soviet Union and the GDR. They have, among other things, thrown new light on the working conditions of the journalists, their role as political actors, and in particular their relationship with Soviet Bloc dissidents. However, it also seems clear that we need substantially more research before we can draw firmer conclusions concerning these themes. An illustrative example could be the relationship between journalists and dissidents. One thesis developed in the new literature is that Western journalists developed a close relationship with Soviet dissidents in the late 1960s and early 1970s. To the extent that this is correct, it is an important finding, which to some degree relativizes the much celebrated impact of the so-called Helsinki process. However, it raises a number of questions. In particular, a number of contemporary testimonies point to a less homogeneous view of the Moscow correspondents: their reactions to the dissidents differed considerably and, presumably, so did their newspapers reports. And there are rather conflicting views on the attitudes of different groups of journalists. Such issues certainly deserve further investigation. In addition, a major problem with the existing literature is that it overwhelmingly focuses on the Soviet Union while ignoring other Soviet Bloc countries. Apart from the special case of West German journalism in the GDR, very little has been written about Western Journalism in Eastern Europe during the Cold War. Still another lacuna is the analysis of the journalistic output and its reception. While there are studies of media coverage of specific issues, more thorough and larger studies are required if we are to understand the possible impact of the media on international relations in this period, including, as some claim, on the ending of the Cold War.

This chapter, which examines the place of religion during the Cold War years, suggests that there were conflicting attitudes toward religion in both the United States and the Soviet Union. It explains that Protestant suspicion of the Vatican complicated U.S.–Vatican relations while church leaders within the Soviet bloc were divided between those who advocated cooperation and those who preferred resistance and active opposition. The chapter also contends that religion provided the United States with a stick with which to beat the new communist regimes, and argues that the so-called religious Cold War influenced religion in the West and the developing world in a variety of ways.

The ending of the Cold War, represented by the extraordinary changes that have been taking place within the international system since 1989, has finally, it seems, put an end to a situation wherein two armed and tightly organised blocs confronted one another and perceived each other as being, in essence, a threat that was immediate and potentially mortal. Given, too, that it was the Soviet bloc and then the Soviet Union itself that fell apart, it is understandable that this should be widely perceived as a victory for the West; and it is perhaps inevitable that attention should now fall on how the United States will relate to the international environment in which the country may well find itself in the early decades of the coming century.

This article discusses the abortive U.S. government effort to organize Soviet émigrés after World War II. After years of a lack of interest on the part of both the United States and the Soviet Union, Soviet émigrés and émigré politics came to the fore with the onset of the Cold War. The U.S. government sought to use émigrés in political and psychological warfare against the Soviet bloc. The many studies that have looked at Cold War-era psychological warfare have largely ignored U.S. plans to enlist Soviet émigrés on the West's behalf. Attempts to create a political forum for anti-Bolshevik Soviet émigrés were broader than have been understood thus far, revealing important information about the postwar emigration from the Soviet Union, the émigrés' role in the Cold War in general, and the development of U.S. Cold War strategies in relation to the émigrés.

This chapter examines censorship in the Soviet Union during the Cold War by focusing on the experience of composer Alfred Schnittke (1934–1998). More specifically, it looks at Schnittke’s evolving interactions with Soviet political and aesthetic strictures, as well as the representation and interpretation of those interactions abroad, particularly in the United States and the United Kingdom. The chapter explores the increasingly complex, globalized musical economy in which late Soviet censorship played a key role. It also discusses the “harsh censorship” that Schnittke had to endure and how it gave him prominence, and ultimately prestige, with the help of various agents such as Gidon Kremer and the Kronos Quartet, the Soviet copyright agency VAAP (All-Union Agency for the Protection of Authors’ Rights), and the BIS record label. Finally, it highlights the actors (performers, producers, impresarios, critics, and listeners) who affect the way music is shaped and received, bought and sold.
