The introduction shows how Henry R. Luce in his 1941 essay, “The American Century,” gave concrete form to the security ethos: the belief that, for its own safety, the United States should provide political and economic leadership and act as the indispensable Good Samaritan around the world. For Luce, longstanding fear of foreigners was unacceptable. The United States should heed a providential calling to serve as a beacon of hope for peoples everywhere. In practical terms, especially after 1945 as the Cold War took hold, U.S. officials acted to create a broadly-based free-world society in which modernization was possible. Success in this undertaking depended on whether they could establish credibility with those Washington presumed to lead.

Using recently declassified documents from Moscow, this article recounts Anastas Mikoyan's trip to Japan in the summer of 1961. The trip served as an inflection point in the commercial relationship between the Soviet Union and Japan—a relationship that by the end of the decade had become the most extensive between the Soviet Union and a country of the “free world.” The article indicates that narratives focusing on ideologies of great-power rivalry during the Cold War tend to miss the kinds of global ideological currents that shaped many states’ behavior after 1945. Mikoyan's discussions with political and business elites in Japan suggest that an ideology of economic growth increasingly underlay concepts of political governance on both sides and ultimately allowed for the kind of cooperation that characterized Soviet-Japanese relations.

<div>This proposed contribution reflects on how one, relatively small U.S.-led program of cultural diplomacy shaped the attitude of Polish intellectuals towards liberalization and openness to the free world during the Cold War. The importance of the topic lies in the fact that this long-lasting literary service could be considered as a vital tool for creating more space for political and cultural freedom in Soviet-bloc countries. The program represented the spirit of solidarity and friendship between Eastern Europe and the U.S. that, even now, should not be forgotten. That thirty years after the book program ended, Eastern Europe still lacks a transnational perspective on defending universal liberal values and the process of gaining freedom in the region before 1989 demonstrates the importance of bringing the Eastern and Western narratives closer together, by reexamining the legacy of the book program today.</div>

Recently, Mr. Nehru, in one of his more censorious moods, complained of the manner in which words lose their meaning in cold war terminology. Such a complaint might well have provoked the reply that Mr. Nehru is as much a sinner as sinned against, and that the varying descriptions of India's foreign policy display a degree of slipperiness equal with that of “free world,” “peace,” and “democracy” — the “masked words” he mentioned. Ironically, it was the cold war which engendered the connotations that have given neutralism its chameleon cloak. And while popular usage readily applies the term to India, Indian spokesmen provide implicit support for the firm contention of those who insist that neutralism is essentially “a subjective term.” No doubt Indian equivocation, which is far from unique, is easily explicable. For a language attuned to the compulsions and contingencies of political life is often unavoidably ambiguous; and the political “isms,” which so proliferate today, seem to act as semantic vortices, blurring and engrossing the meaning of words of more ancient lineage.
