scholarly journals Responding to access and beyond in Fee-free policies: Comparative Review of Progressive Free Senior High and Free Senior High School policies in Ghana

The study compares two fee-free policies at the upper secondary level in Ghana on how they responded to access and the policymaking processes in education. Secondary sources of data were used, while Haddad and Demsky’s framework of education policymaking served as the theoretical basis for textual data analysis. The results show that Free Senior High School policy responded to the program output of an increase in access, unlike Progressive Free Senior High policy. However, the inconsistent release of funding and limited stakeholder consultation are common features of the policies. It is further observed that the desirability of access is over prioritised in the current Free Senior High School policy, leaving gaps in educational facilities and resources during policy decision. To address these challenges, sources of funding must be re-assessed for possible policy redesign that invites consumers of the policy who opt for boarding status to absorb a proportion of boarding fees.

The free senior high school policy is one of best social and economic intervention policies that openly affect both parents and senior high school students. Parents and guardians especially, have been left off the hook of their economic and financial burden. This study therefore looks at the effect of introducing the free senior high school policy on the economic and social lives of parents and students respectively. Data were obtained from three hundred and thirty six (336) participants. A correlational cross-sectional descriptive design was used. Questionnaires were administered onto parents of wards in three senior high schools in the North East and Upper East Regions of Ghana. The study finds the introduction of the free senior high school policy to be a relief to the financial burden of parents, especially guardians from rural settlements. Besides, there was lack of adequate stakeholder consultation, hence saddled with implementation challenges. Delay in disbursement of funds for feeding and learning materials presented yet another problem. It is important that governments find sustainable sources of funding the educational system and also to ensure the double-track system is regularised into a single-track by expanding academic user facilities and employing additional tutors.

Abstract: The development of the globalization era not only has positive impacts but also negative impacts. It is important to strengthen the character of students because globalization hurts the development of the character of the younger generation. The study aims to find the application of the full-day school policy for improved student's education in Senior High School 2 Katingan Hilir Katingan Regency, along with the obstacles encountered and the results of the ongoing implementation. Research methods are qualitative with a descriptive approach. This research is done in Senior High School 2 Katingan Hilir regency Katingan. Data collection techniques: observation, interviews, and documentation. Results of research: the implementation of full-day school policy against enhanced character education is the policy of the provincial educational service government as a reference school and became the only full day school of 2017. Implementation of full-day school policy against improved student education: lack of student participation and teachers in full-day school, extremely hot and barren school conditions, inadequate infrastructure, teachers and undisciplined students and always late. Whereas the external factor is the parents' less proactive toward school activities and policies. The result of the implementation of the full-day school policy on the strengthening of students' character education: the value of partnership seen by the learners is always working together to apply to each other's help, shoulder to shoulder to clean and maintain school environment, the independent value of learners in doing all things to avoid being easy on others.Keywords: Implementation of policies, Full Day School, Strengthening Character Education Abstrak: Perkembangan era globalisasi tidak hanya memberikan dampak yang positif tetapi juga dampak negatif. Penting untuk memberikan penguatan karakter siswa karena globalisasi berdampak negatif terhadap perkembangan karakter generasi muda. Penelitian ini bertujuan untuk mengetahui implementasi kebijakan full day school terhadap penguatan pendidikan karakter siswa di SMAN-2 Katingan Hilir Kabupaten Katingan Kalimantan Tengah., beserta kendala yang dihadapi dan hasil atas implementasi yang telah berlangsung. Metode penelitian kualitatif dengan pendekatan deskriptif. Penelitian dilakukan di SMAN-2 Katingan Hilir. Teknik pengumpulan data: observasi, wawancara dan dokumentasi. Hasil penelitian: Implementasi kebijakan full day school terhadap penguatan pendidikan karakter merupakan kebijakan Pemerintah Dinas Pendidikan Provinsi sebagai sekolah rujukan dan menjadi satu-satunya sekolah full day school tahun 2017. Kendala implementasi kebijakan full day school terhadap penguatan pendidikan karakter siswa: kurangnya partisipasi siswa dan guru dalam pelaksanaan full day school, kondisi sekolah yang sangat panas dan gersang, sarana prasarana belum memadai, guru-guru dan siswa yang tidak disiplin dan selalu datang terlambat. Sedangkan faktor eksternal adalah kurang proaktifnya orang tua siswa terhadap kegiatan dan kebijakan sekolah. Hasil dari implementasi kebijakan full day school terhadap penguatan pendidikan karakter siswa: nilai gotong royong dilihat dari peserta didik selalu berkerja sama menerapkan untuk saling membantu satu sama lain, saling bahu membahu membersihkan dan menjaga kebersihan lingkungan sekolah, nilai Mandiri dilihat dari peserta didik dalam melakukan segala hal agar tidak mudah bergantung pada orang lain.Kata kunci: Implementasi kebijakan, Full Day School, Penguatan Pendidikan Karakter

Abstract: Professional teachers can move the dynamics of the progress of national education, for that a continuous, targeted and effective development process is needed. The process to improve professional teachers needs to support all elements related to the teacher. This study aims to describe 1) school policy in increasing teacher professionalism in the Senior/Vocational High School Kambera District. 2) Constraints faced in implementing the improvement of teacher professionalism in the Senior/Vocational High SchoolKambera District. 3) Efforts to the obstacles faced in the implementation of increasing teacher professionalism in the Senior/Vocational High SchoolKambera District. This study used a qualitative descriptive approach with data collection methods in the form of observation, interviews, and study of documents that are used as sources of primary data and secondary data. The location of this study was at Senior High School 1 Kambera, Payeti Christian Senior High School, and Vocational High School Negeri 5 Waingapu. The results showed that: 1) the implementation of MGMP activities, PKB, Diklat, curriculum development from the three schools was still lacking because not all teachers were sent in these activities. 2) Constraints faced in implementing teacher professionalism are the continuous development of professionalism, namely the lack of teachers' understanding of teaching materials, and the lack of opportunities for training as supporting professional teachers. 3) Efforts towards the obstacles faced in implementing teacher professionalism have been carried out related to the implementation of PKB, MGMP, curriculum development, training at the school, regional and provincial levels, but these achievements have not been fully maximized. Education and school offices need to continue to strive to improve teacher professionalism.Keywords: School Policy, Professionalism, Teachers Abstrak: Guru profesional dapat menggerakkan dinamika kemajuan pendidikan nasional, untuk itu diperlukan suatu proses pembinaan berkesinambungan, tepat sasaran dan efektif. Proses untuk meningkatkan guru profesional perlu dukungan semua unsur yang terkait dengan guru. Penelitian ini bertujuan untuk mendeskripsikan 1) kebijakan sekolah dalam peningkatan profesionalisme guru di SMA/SMK Kecamatan Kambera. 2) Kendala yang dihadapi dalam pelaksanaan peningkatan profesionalisme guru di SMA/SMK Kecamatan Kambera. 3) Upaya terhadap kendala yang dihadapi dalam pelaksanaan peningkatan profesionalisme guru di SMA/SMK Kecamatan Kambera. Penelitian ini menggunakan pendekatan deskriptif kualitatif dengan metode pengumpulan data berupa obsevasi, wawancara, dan studi dokumen yang dijadikan sebagai sumber data primer dan data sekunder. Lokasi penelitian ini di SMA Negeri 1 Kambera, SMA Kristen Payeti, dan SMK Negeri 5 Waingapu. Hasil penelitian menunjukkan bahwa: 1) pelaksanaan kegiatan MGMP, PKB, Diklat, pengembangan kurikulum dari ketiga sekolah tersebut masih kurang, karena tidak semua guru-guru dikirim dalam kegiatan-kegiatan tersebut. 2) Kendala yang dihadapi dalam pelaksanaan peningkatan profesionalisme guru adalah pengembangan keprofesionalan secara berkelanjutan yaitu kurangnya pemahaman guru terhadap materi ajar, dan kurangnya kesempatan untuk mengikuti pelatihan-pelatihan sebagai penunjang menjadi guru profesional. 3) Upaya terhadap kendala yang dihadapi dalam pelaksanaan peningkatan profesionalisme guru sudah dilaksanakan terkait pelaksanaan PKB, MGMP, pengembangan kurikulum, diklat pada tingkat sekolah, daerah, maupun provinsi tetapi pencapaian tersebut belum sepenuhnya maksimal. Dinas pendidikan maupun sekolah perlu terus mengupayakan peningkatan profesionalisme guru.Kata kunci: Kebijakan Sekolah, Profesionalisme, Guru
