The Decision On Belief (DOB) control chart is a univariate control chart that was initially introduced as a solution to the problem of less than optimal control limits from the shewhart attribute diagram, especially the control chart C. The new scheme based on the DOB control chart is that the calculation step , can change the data which initially is not normally distributed into a normal distribution, then can diagnose quality control process errors. . defines belief or an assumption in the new observation vector  and . The aim of this research is to apply the DOB control chart to data that is not normally distributed, so that it becomes a normal distribution. The result of the DOB control chart shows that the value of . is between the BKA and BKB values, which indicates a statistically controlled process. In this study, using one specification limit, namely the upper specification limit (USL) given by the company, which is 15 percent of the average production. The capability index used is  for 3 sigma using the transformation result . Based on the sample data, the result shows that the  value is 0.40633 and the sigma level is 2.719, so it can be concluded that the Hot Strip Mill production process is still not capable and has not reached the level of three sigma.Keywords: Six Sigma, Decision On Belief, capability index, , DPMO, level sigma.

Their products are not only competingwith a medium or large industrial products that use semi-modern machinery, but alsoimported products, especially from China and Vietnam which relying on cheaper productprices. Ironically, consumers now also its orientation, to model and quality. It which notowned by the craftsman home industry, because their manual production. With thiscondition, resulted in the emergence difficulties for home craftsmen in the industry toimprove and expand its business.With the variety of backgrounds, as described above, the purpose of this researchare to provide recommendations about the quality control, cutting sateen in the process ofmaking bags in the Home Industries X.Solving problems in this research using the method to determine the source ofvariation of the process, that is using the Control Chart of X-bar (average) and R(Range). The results showed that the value of Process Capability Index (Cp) in the HomeIndustry X has a value of Cp = 0.525 <1.00. This means that the process has a lowcapability to meet the specifications of the expected measurement. As well as with size ofKane Performance Index (Cpk = 0.367) were the criteria CPL = 0.367, or CPU = 0.682<1.00, which means that the process is not able to meet the lower specification limit(LSL) and upper (USL). With this condition, it is necessary to control the use of controlchart from the X-bar and R to monitor the ongoing process from time to time, to soquickly take corrective action, if any changes which not desirable in the process ofmaking bags at Home industrial X.Kata Kunci : Pengendalian Kualitas, Indek Kapabilitas Proses (Cp), Indeks Kinerja Kane(Cpk)

A control chart is a graphical device for representation of the data for knowing the extent of variations from the expected standard. The technique of control chart was suggested by W.A. Shewhart of Bell Telephone Company based on three sigma limits. M. Harry, the engineer of Motorola has introduced the concept of six sigma in 1980. In six sigma initiatives, it is expected to produce 3.4 or less number of defects per million of opportunities. Moderate distribution proposed by Naik and Desai is a sound alternative of normal distribution, which has mean and mean deviation as pivotal parameters and which has properties similar to normal distribution. Naik and Tailor have developed various control charts based on this distribution. In this paper an attempt is made to construct a control chart based on six delta initiatives for exponentially weighted moving average chart. Suitable Table for mean deviation is also constructed and presented for the engineers for making quick decisions.

Upon hot strip mill of titanium Interstitial Free (IF) steels, during cooling from austenite to ferrite region, the level of interstitial elements not removed by steelmaking process is dropped down by Ti that combines with N, C and S. Some authors [1-3] have reported that the traditional precipitation sequence TiN, TiS, Ti4C2S2 and TiC occurs with freestanding particles formed by nucleation and growth processes. Other authors [4] have indicated that the transformation from TiS to Ti4C2S2 may be considered as a hybrid of shear and diffusion, i.e., faulted Ti8S9 (9R) + 10[Ti] + 9[C] → 41/2Ti4C2S2 (or H for its hexagonal crystal structure). At low temperature (≤930°C), the stabilization process continues through epitaxial growth of carbides on H phase. to study the evolution of precipitation upon hot strip mill conditions, samples of a Ti - IF steel were subjected to double straining tests [5] by means of a computerized hot torsion machine, at 1000 °C and 920 °C, with strain rate of 1 s-1 and interpass times ranging from 0.5 to 100 s.
