Contemporary Africa has little to be proud of. Between starvation, political corruption and economic inefficiency on the one hand and political unrest, political delegitimation and increasing refugization of widespread populations on the other, it is little wonder that many are writing off Africa. Some writers have stated emphatically that Africa is “Falling Off the Map.” African problems are many; African solutions seem to be few and far between. In a world where power is being redefined, where the New World Order presents new realities of geopolitic, it is no longer sufficient for Third World nations to play one super-power off against another. Africa is lost.

A ordem mundial pós-1945 renova o direito internacional por meio do desenvolvimento. Surge na política internacional o Terceiro Mundo, composto por povos marcados pela colonização de exploração. O Terceiro Mundo desconfia do direito internacional. Utilizando-se do método indutivo e da pesquisa bibliográfica, o presente estudo demonstra a crítica ao novo direito internacional pelo Third World Approaches do International Law. O novo direito internacional funda-se em instituições políticas – as Nações Unidas – e econômicas – Bretton Woods. Essas instituições moldam as realidades dos países do Terceiro Mundo, transformando os vínculos coloniais mas sem rompê-los. Os países do Terceiro Mundo não podem romper com as instituições e nem com o direito internacional, pois é o único espaço onde podem ser ouvidos. Cabe a eles uma tarefa de transformação por meio da crítica.

The central idea of Henry Kissinger's latest book, The Global System, is that the world desperately needs a new world order, otherwise geopolitical chaos threatens the world, and perhaps chaos will prevail and settle in the world. According to Kissinger, the world order was not really there at all, but what was closest to the system was the Treaty of Westphalia, which included about twenty Western European states for almost four centuries.

The Gulf crisis 1990-1991 is one of the important historical events of the 1990s, which gave rise to the new world order by the sovereignty of the United States of America on this system. The Gulf crisis was an embodiment to clarify the features of this system. .     The crisis in the Gulf was an opportunity for the Moroccans to manage this complex event and to use it for the benefit of the Moroccan situation. Therefore, the bilateral position of the crisis came out as a rejection, a contradiction and a supporter of political and economic dimensions at the external and internal levels. On the Moroccan situation, and from these points came the choice of the subject of the study (the dimensions of the Moroccan position from the Gulf crisis 1990-1991), which shows the ingenuity of Moroccans in managing an external crisis and benefiting from it internally.
