Enablers for an effective and efficient public service delivery at the local level in Jordan: Overview of good practice

Purpose – The purpose of this study is yield insight into how cities can optimize citizen involvement in the co-development of citizen services by providing the rights tools, knowledge and resources. Design/methodology/approach – By conducting a case study analysis of the city of Ghent, this study investigates how users are engaged in the development of mobile applications on a city-hosted platform. Findings – Findings show that public service delivery, related to the urban space, can be co-designed between the city and its citizens, if different toolkits aligned with the specific capacities and skills of the citizens are provided. Research limitations/implications – Data were collected between August 2012 and December 2013. Some preliminary findings are presented on the (design of the) dynamic co-creation ecosystem and the citizens’ capacities to participate on the city-hosted platform. In addition, while the examination is still ongoing some insights can be offered in the learning dynamics underpinning how the cities are setting up such a bottom-up process and how local participation for different citizen groups can be optimized in the context of design capabilities and the design space. Originality/value – This study yields relevant insights for policymakers, city administrations, as well as Living Lab practitioners into how public service delivery, supported by an inclusive participatory governance by design framework at the local level, can be co-designed between the city and citizens, if different toolkits aligned with the specific capacities and skills of the users are provided. By providing tailored tools, even ordinary citizens can take a much more active role in the development and appropriation of their urban space and generate solutions from which both the city and citizens’ everyday life can possibly benefit.

Now, more than ever, is Nordic collaboration required across all levels of governance to help overcome the devastating socio-economic impacts of the pandemic and to solve the shared challenges posed by climate change and growing urban-rural divides. This policy brief examines six good practice examples of collaborative public service delivery from across the Nordic Region, highlighting the main drivers, challenges and enablers of collaboration and the replication potential of these Nordic collaborative examples. The policy brief finds that new and innovative models of Nordic collaboration are constantly emerging thanks to rapid technological developments that are helping to bring stakeholders together to solve common societal challenges. The high levels of cooperation outlined indicate that collaborative governance is continually evolving within the Nordic context.

This study examines the influence of knowledge management (KM) practices on public service delivery by municipalities in the Eastern Cape province of South Africa. The study sought to determine the factors that have triggered the implementation of KM practices; the effectiveness of KM practices towards public service delivery; and the extent to which KM practices have influenced public service delivery by municipalities in the Eastern Cape province of South Africa. Both quantitative and qualitative methods were employed in this study. Quantitative data were collected through a survey questionnaire administered to a sample of 202 employees at the Raymond Mhlaba Municipality in the Eastern Cape. Qualitative data were collected through observations and interviews of 2 senior managers. The data collected gave a response rate of 72 per cent. The quantitative and qualitative data were analysed descriptively and presented verbatim respectively. The results indicated that the internal and external factors included in this study have contributed to the implementation of KM practices in the municipality. Furthermore, the effective use of KM practices has increased the organisational KM initiative, as well as the provision of services such as electricity, education, transport, and social services by the municipality. The study recommends the establishment of KM awareness and the establishment of an integrated system that will assist in effective knowledge sharing, retention and acquisition across municipalities in the Eastern Cape.

Nordic welfare states are world renowned for providing high quality public services. Nordic municipal and regional authorities, in particular, play a central role in the delivery of key public services in areas, such as, health, education, and social care. However, in recent years, public authorities have faced several challenges which have reduced capacity and resources, including long periods of austerity following the 2008 financial crash, rapid demographic changes caused by an ageing population, and the COVID-19 health crisis. In response to these challenges many public authorities have looked to inter-regional, inter-municipal and cross-border collaborations to improve the quality and effectiveness of public service delivery (OECD 2017; ESPON 2019). Indeed, collaborative public service delivery is becoming increasingly prominent in the Nordic Region due to a highly decentralized systems of governance (Nordregio 20015; Eythorsson 2018).
