The paper aims to explore the possibilities to enhance the efficiency of land use, considering the evolution of land take (LT), and proposes the use of public value capture (PVC) instruments in selected differently experienced countries. This answers two fundamental questions. How is the concept of LT positioned in relation to the environmental policy of Europe? Which PVC instruments could stimulate more efficient land use? The aim of this article is to identify which tools can guide the transformations of the urban environment by promoting more efficient land use. These tools have been identified in the mechanisms for capturing value as they can pursue the goal of a more attractive net LT. For these reasons, the article initially analyzes the spread of the problem of land consumption, at a European level, showing how this phenomenon is very diversified not only between individual states, but also within each nation. In addition, the knowledge system to define the main initiatives and actions aimed at orienting urban development in the direction of reducing land consumption is highlighted. Subsequently, the theoretical framework concerning the issues relating to the capture of public value in urban planning operations is illustrated. The case studies representing the various European contexts are then introduced, and for each case the dynamics of urban development were analyzed. It has been done in relation to the evolution of the regulatory apparatus of territorial governance and its transformations. On the basis of this analysis, indicators have been defined. Their goal is to allow comparing the results that emerged from the case study analysis, which would otherwise have been inconsistent. In this way, it is possible to demonstrate how land use is more efficient in countries where PVC tools are used systemically and how these tools make it easier to guide urban transformations in line with the principles of sustainable development.

This article, through a literature review, explores evidence that public governance positively influences and stimulates the innovation ecosystem, the co-creation, and co-production of resilience in communities that are victims of disasters, shocks, and even pandemic disasters, such as COVID-19. Disaster scenarios of all kinds cause millions of damage to society. The negative impacts of these contexts disasters, shocks, catastrophes, even if pandemic, such as COVID-19, can be greater or lesser, depending on the dysfunctions of governance and the negative barriers to the creation of public policies consistent with the capacity for resilience. Thus, the possible solution to this scenario may be based on public governance, if the pubic governance is instituted in an organized, integrated, and articulated manner. For this purpose, a theoretical conceptual framework of value creation is proposed through public governance that values and stimulates the innovation ecosystem, the co-creation, co-production of value, and a static, hierarchical, and linear structural vision. There is theoretical evidence that public governance can promote resilience in communities that are victims of disasters, shocks, pandemics or disturbances, through an ecosystem of innovation, co-creation and co-production of value. In this regard, at the end of this article, a theoretical-conceptual framework for creating public value is proposed.

Substantially, the theory of e-government public value (PV-EGOV) has been treated as a hot topic to be explored insightfully. This research comes to be considered as the launching point to empirically evaluate the creation of PV-EGOV in Jordan. The main aim of this research is to investigate the factors affecting the PV-EGOV in the context of Jordan. Information System Success Model (IS success model) was selected to determine the factors affecting the e-government public value in Jordan through the quality factors (system, information, and service) and their role in citizens' intention in use and satisfaction of the e-government. The structural Equation Model (SEM) approach was harnessed to obtain the results. The results indicated that the most critical determinant factor that affected the PV-EGOV was service quality. The current article has theoretical and practical implications for public institutions in Jordan. The future work trends are established in their specific section of this article.

AbstractSocial development around the world has been stunted by the lack of a comprehensive understanding and definition of public value. Public value theory can provide guidance, and inform a universal standard for social development. However, it is difficult to define and measure public value due to its philosophical complexity. Public values are driven by various economic, political, and social forces, and can be created by many stakeholders including enterprises, governments and non-governmental organisations. Government is central to human society and is primarily responsible for inclusive social development, which requires setting and maintaining public values orderly and synchronously according to the plurality of views held by those in society. Social development failure may occur when some key public values are ignored. This study uses thirty economic, social, and political indicators to measure public value, and the results demonstrate strong correlations among them. Through a principal component analysis and a cluster analysis, these thirty indicators can be reduced to four principal components. The first one, which represents economic value, can explain 65.8% of the total information, identifying that economic value is playing a fundamental role among plural public values. Countries are clustered and their development neighbors are identified in order to compare countries with similar levels of development. Public value theory can help to understand the advantages and disadvantages of different countries, and advance the social and economic progress steadily and authentically.

Policy failures are often assumed to be unintentional and anomalous events about which well-intentioned governments can learn why they occurred and how they can be corrected. These assumptions color many of the results from contemporary studies of policy learning which remain optimistic that ongoing policy problems can be resolved through technical learning and lesson drawing from comparative case studies. Government intentions may not be solely oriented toward the creation of public value and publics may not abide by government wishes, however, and studies of policy learning need to take these “darksides” of policy-making more seriously if the risks of policy failure are to be mitigated.
