Abstract. Marine environmental protection has become the responsibility for worldwide common people ,therefore , the public become the main force of marine environmental protection inescapably. In recent years, some countries neighboring the South China Sea have accelerated the development and utilization of the oceans , resulting in a deterioration of the marine environment. Meanwhile,there are some problems in China's marine environment protection,such as narrow range in public, the right to public participation is not clear, there is no security or guarantee for participants, and other issues involved in the program. In this paper, the author try to give his own opinions from the aspects of public participation system and improving planning of marine environmental protection on marine environmental protection.

<p>Based on ROMS and Ensemble Optimal Interpolation (EnOI) method, the South China Sea operational Oceanography Forecasting System (SCSOFS) is implemented in National Marine Environmental Forecasting Center (NMEFC), to provide the forecast of the currents, temperature and salinity in South China Sea for the future 5 days. Recently, a systematic modification has been carried out to SCSOFS to improve its forecast skill.</p><p>For the data assimilation system, new methods have been implemented, such as using Increment Analysis Update (IAU) and First Guess at Appropriate Time (FGAT), using a high-pass filter to evaluate the background error, assimilating multi-source observations, using non-uniform localization radius. In addition, the respective contribution of each method will also be discussed.</p><p>An optimization system is implemented for evaluating the values of physical parameters in ROMS, to remove the long-term bias of simulation. Argo temperature profiles is assimilated in the first half of 2017, to obtain the optimal coefficients of horizontal/vertical viscosity/diffusion and linear bottom drag. An independent validation from July of 2017 to December of 2018 shows that the simulation is improved using the optimal values.</p>

The South China Sea Arbitration is a leading case in a new generation of environmental disputes, namely, environmental disputes that occur in disputed territorial or maritime areas. The dispute between the Philippines and China before the United Nations Convention on the Law of the Sea (UNCLOS) Annex VII Tribunal (the Tribunal) dealt in significant part with the Philippines’ allegations of environmental violations by China. The Philippines asserted that China tolerated harmful fishing practices and proceeded with harmful construction activities, and that both caused serious harm to the marine environment of the South China Sea.
