In an essay almost 30 years ago, Professor Dick Netzer of NYU asked the question “Do We Really Need a National Infrastructure Policy?” and came to the conclusion that we did not. As the Biden Administration prepares to roll out a multi-trillion dollar infrastructure package, the nation is faced with numerous questions regarding the infrastructure systems necessary to support continued economic growth and environmental sustainability. The purpose of this essay is to look to recent history for guidance for how to proceed by revisiting the underlying premises of the Netzer essay and reconsider whether a National Infrastructure Policy is needed. Because linking infrastructure to broader public policy objectives could both unite the nation and position it to address the many challenges that the 21st century will present, I believe the idea of a National Infrastructure Policy definitely deserves a second look.

AbstractUsing ex ante analysis to predict policy outcomes is common practice in the world of infrastructure planning. However, accounts of its uses and merits vary widely. Advisory agencies and government think tanks advocate this practice to prevent cost overruns, short-term decision-making and suboptimal choices. Academic studies on knowledge use, on the other hand, are critical of how knowledge can be used in decision making. Research has found that analyses often have no impact at all on decision outcomes or are mainly conducted to provide decision makers with the confidence to decide rather than with objective facts. In this paper, we use an ethnographic research design to understand how it is possible that the use of ex ante analysis can be depicted in such contradictory ways. We suggest that the substantive content of ex ante analysis plays a limited role in understanding its depictions and uses. Instead, it is the process of conducting an ex ante analysis itself that unfolds in such a manner that the analysis can be interpreted and used in many different and seemingly contradictory ways. In policy processes, ex ante analysis is like a chameleon, figuratively changing its appearance based on its environment.

The process of urbanization is taking place fast and vigorously in large urban and peri-urban areas in Vietnam. According to national forecasts, the rate of urbanization nationwide will reach 39.3% by 2020 and 50-55% by 2035. Thai Nguyen is a province in the midland and mountainous region. The province is located at the northern gateway and bordered with Hanoi capital. In recent years, the agricultural land area of Thai Nguyen province has narrowed due to the urban-industrial development. Urban agriculture development is an inevitable direction, creating safe and high quality food products, protecting the ecological environment, and increasing people's income. Thai Nguyen is one of the provinces promoting sustainable urban agricultural development. Secondary and primary data sources are analyzed and synthesized by descriptive statistical methods. The article will analyze five groups of factors affecting urban agricultural development in Thai Nguyen province in the period 2015-2018, including Socio-economic; Natural conditions and infrastructure; Policy factors; Planning factors; Links and integration.

Cities are concentrations of sociopolitical power and prime architects of land transformation, while also serving as consumption hubs of “hard” water and energy infrastructures. These infrastructures extend well outside metropolitan boundaries and impact distal river ecosystems. We used a comprehensive model to quantify the roles of anthropogenic stressors on hydrologic alteration and biodiversity in US streams and isolate the impacts stemming from hard infrastructure developments in cities. Across the contiguous United States, cities’ hard infrastructures have significantly altered at least 7% of streams, which influence habitats for over 60% of North America’s fish, mussel, and crayfish species. Additionally, city infrastructures have contributed to local extinctions in 260 species and currently influence 970 indigenous species, 27% of which are in jeopardy. We find that ecosystem impacts do not scale with city size but are instead proportionate to infrastructure decisions. For example, Atlanta’s impacts by hard infrastructures extend across four major river basins, 12,500 stream km, and contribute to 100 local extinctions of aquatic species. In contrast, Las Vegas, a similar size city, impacts <1,000 stream km, leading to only seven local extinctions. So, cities have local policy choices that can reduce future impacts to regional aquatic ecosystems as they grow. By coordinating policy and communication between hard infrastructure sectors, local city governments and utilities can directly improve environmental quality in a significant fraction of the nation’s streams reaching far beyond their city boundaries.

This paper provides an overview of the current and emerging issues in learning technology research, concentrating on structural issues such as infrastructure, policy and organizational context. It updates the vision of technology outlined by Squires' (1999) concept of peripatetic electronic teachers (PETs) where Information and Communication Technologies (ICT) provide an enabling medium to allow teachers to act as freelance agents in a virtual world and reflects to what extent this vision has been realized The paper begins with a survey of some of the key areas of ICT development and provides a contextualizing framework for the area in terms of external agendas and policy drivers. It then focuses upon learning technology developments which have occurred in the last five years in the UK and offers a number of alternative taxonomies to describe this.
