Abstract. It is proved the importance of environmental management to ensure sustainable development of the port. Based on the study of academic literature, the factors of external and internal environment that determine the need for the development of environmental management are identified. A generalized model of the environmental management system is proposed and the need to introduce a rational management system at all levels of port management is emphasized. It is emphasized that the problem of developing a system of ecological and economic model of management and decision making requires the use of theory and methods of modern information technology, as well as methods of adaptive and intelligent management of port processes in real time based on a set of technological and economic and environmental criteria. It is offered the general principle of formation of the combined criteria of management on all levels of hierarchy according to decomposition of management system structure of a production function and at the account of both economic and ecological parameters. A system-wide generalized technological, economic and environmental criterion for management and decision-making has been developed, which includes both qualitative and quantitative characteristics of services and environmental parameters of pollutants. For all technological and transport processes the local control criteria corresponding to the general system criterion on observations of technological and ecological parameters are received. Variants of criteria of operative management of operational function of port are developed. It is emphasized that the specific choice of quality criteria is determined by many factors, such as the specifics of the problem, the nature and complexity of the object, the simplicity and feasibility of the proposed algorithms. Relevant principles are given for the selection of the appropriate criterion. The concept of ecological management of port’s operational function is formulated. Urban water supply pipeline emergency accident in such aspects as occurrence, development and evolution is uncertain, it is necessary for different stages of emergency situation carries on the scientific assessment, decision support systems to aid decision making. Based on auxiliary decision-making problems in DSS, research its key technologies. First of all, from the knowledge acquisition, interpretation, presentation and reasoning of DSS system structure research; Then the FCR reasoning algorithm, through the fuzzy knowledge reasoning rules, cases, fuzzy knowledge reasoning part done between different library calls and internal reasoning to solve; Finally, the system development of the MVC architecture, and expounds its advantages. The study content of this paper to form a relatively complete city operation and management system, to deal with emergencies ability to water supply network, raise the scientific nature of the emergency management system is of great significance.

The changes of environmental management system standards into the latest version, i.e. ISO 14001:2015, may cause a change on a data and information need in decision making and achieving the objectives in the organization coverage. Information management is the organization’s responsibility to ensure that effectiveness and efficiency start from its creating, storing, processing and distribution processes to support operations and effective decision making activity in environmental performance management. The objective of this research was to set up an information management program and to adopt the technology as the supporting component of the program which was done by PTFI Concentrating Division so that it could be in line with the desirable organization objective in environmental management based on ISO 14001:2015 environmental management system standards. Materials and methods used covered technical aspects in information management, i.e. with web-based application development by using usage centered design. The result of this research showed that the use of Single Sign On gave ease to its user to interact further on the use of the environmental management system. Developing a web-based through creating entity relationship diagram (ERD) and information extraction by conducting information extraction which focuses on attributes, keys, determination of constraints. While creating ERD is obtained from relational database scheme from a number of database from environmental performances in Concentrating Division.
