Malaysia’s 14th general election in 2018 saw the fall of the Barisan Nasional (BN) regime after ruling the country for more than six decades. Prior to the election, Malaysia faced challenges ranging from the absence of state legitimacy, fragile institutions to corruption scandals, leaving little room to have robust discourse on legislative reforms. Promise 16 of the Pakatan Harapan (PH) election manifesto prior to the election, pledges to restore the dignity of Parliament to institutionalize the select committee system in Parliament and the Senate to enable them to function effectively. Whilst there is limited post-legislative scrutiny (PLS) in Malaysia for now, the various reforms in the phase of democratic transition to the administration of PH is a positive sign of the possibility for Malaysia to move into better law-making procedures. This paper examines the work that is currently being undertaken in the Parliament of Malaysia to assess whether the current parliamentary reforms can pave the way for the PLS mechanism to be put in place.

Significance This occasion came almost two weeks after a general election outcome that, to near universal surprise, saw the Conservative Party not only fail to achieve the substantial increase in its parliamentary majority that had been widely anticipated, but lose seats and hence become a minority administration dependent on the Northern Irish Democratic Unionist Party (DUP) for certainty in office. All of this turbulence has coincided with the formal start of the Brexit negotiations. Impacts The government’s agenda over the next two years will be dominated by measures related to the implementation of Brexit. Most of the more controversial proposals outlined in the Conservative election manifesto have been sidelined. The current parliament may not last all the way through a likely transition period of 2-3 years after Brexit. May’s weakness limits her ability to make concessions in Brussels and a chaotic ‘cliff-edge’ Brexit has become more likely.

Australia’s parliamentary model of rights protection depends in large part on the capacity of the federal Parliament to scrutinise the law-making activities of the Executive government. Emergency law-making undertaken in response to the COVID-19 pandemic has challenged the Australian Parliament’s capacity to provide meaningful scrutiny of proposed laws, particularly identifying and addressing the impact of emergency powers on the rights of individuals. In this context, the work of parliamentary committees has become increasingly important. Special committees, such as the Senate Select Committee on COVID-19, have been set up to provide oversight and review of Australia’s response to the pandemic. This article gives an early glimpse into the key features of the COVID-19 Committee and the way it may interact with other committees within the federal system to scrutinise the government's legislative response to the pandemic. It also offers some preliminary thoughts on the capacity of these committees to deliver meaningful rights scrutiny.

The meaning and understanding of democracy along the histories of Indonesian government give specific meaning for the development of democracy in Indonesia. There are a lot of democracy paradox or democracy irony that happened in the orde lama era, orde baru era and reformasi era. The process and the development of democracy, finally face to face with the interest of power in the contexts of political trap that is true undemocratic. General election 2004 and Directly Regional Head Election 2005 are being momentum in the implementation of democratic governance, also challenge for political actors and community to raise cultural and structural democracy. By the way, Indonesian democracy still left some questions, that is, whether we prepare and capable to develop democracy without any irony or paradox.
