The purpose of this paper is to examine the factors undermining the democratic transition in Somalia. During the first decade of independence, Somalia attempted to institutionalize a multiparty democracy. However, several factors, such as the lack of a clear political ideology, authoritarianism, and the formation of clan-based political parties, led to the decline of democratic practices, followed by a military coup and a protracted civil war. That had a devastating impact on the short and long-term democratic efforts in the country. Thirty years after the collapse of the central government, the country is embroiled in protracted political instability that continues to undermine efforts to establish formal democratic institutions and mechanisms. Apart from the political cleavage among political actors, this paper examines other factors undermining the successful transition to democracy in Somalia. It identifies factors such as the practice of clannism or a clan-based political system, rampant electoral corruption, and the inconsistent role of the international community in supporting the democratization process in Somalia. The paper argues that continuing the indirect elections has blocked the attaining successful democratic transition and stalled the adoption of procedural democracy. In addition, susceptible public institutions and instability have negatively impacted a prolonged transition in Somalia.

South Korea celebrated the thirtieth anniversary of democratization in 2017. Over the thirty years since democratization in 1987, Korea has successfully institutionalized democracy. The last thirty years of democracy in Korea, however, have a dual aspect. The fierce resistance of students and civil society triggered the democratization process in 1987. However, the political pact between the political elites institutionalized the democratic transition. The 1987 system created through the political pact between political elites with the exclusion of civil society’s influence functioned as a political cartel and a high barrier to new political forces. One of the significant consequences of this cartel system has been the underrepresentation of political minorities such as youth and non-regular workers. Democracy does not mean elite rotation. The democratization of democracy must begin for Korean democracy, which started a new cycle after the 2016–2017 Candlelight Uprising, to become a responsive system that reflects many citizens’ preferences.

<p>In 2010 the Kingdom of Tonga experienced a democratic transition that saw the balance of power shift from a hereditary monarchy to the people. Elections were held that for the first time would result in a majority of Tonga’s Parliament comprising of democratically-elected politicians. Parliament was given the responsibility of nominating a Prime Minister from amongst its own ranks, who would in turn became responsible for nominating the Cabinet. These powers were formerly held by Tonga’s hereditary monarchy, whose role was reduced to one more akin to that performed by the modern monarchs of Europe. Since the 1960s, Tonga has received an increasing amount of overseas aid, especially from Australia, New Zealand, Japan, and, latterly, China. Historically, donors have not been overtly concerned with issues of democracy in developing countries, instead relying on the modernist notion that economic development would lead to democratic development. Since the 1980s, however, donors have become increasingly interested in the issue of democracy in developing countries, as a result of the good governance agenda and its successor paradigm, the aid effectiveness agenda. This thesis explores the impact of donors on Tonga’s 2010 democratic transition, concluding that the effect of donors manifested in a variety of direct and indirect ways. A retrospective analysis identifies aspects of Tonga’s 2010 democratic transition that could have been improved, and actions that donors should consider taking if faced with similar circumstances in the future. Finally, the thesis considers how donors can assist the consolidation of Tongan democracy, concluding that support should be targeted towards sustainable economic development, the rule of law, and the public service.</p>

Abstract The Tunisian government, which is deeply divided, especially along ideological lines, responded to growing concerns over increased violence against women during the Coronavirus pandemic by establishing a new domestic violence shelter and 24/7 hotline. This article asks: Why did the state respond to gender-based violence(gbv) concerns during the Coronavirus pandemic in Tunisia, despite ideological and political divisions? We argue that the state addressed some concerns around violence during the pandemic because combatting gbv has bipartisan support in Tunisia. Tunisian Islamist and secularist women’s rights organizations succeeded in building a bipartisan coalition of support on this issue because they worked either together in a short-lived coalition or in tandem with similar goals over the past decade during the democratic transition in Tunisia. Building on the existing coalition literature, we show that feminist coalition formation before a pandemic has implications for feminists’ success in times of crisis.
