It is believed that there is merit in researching how the management of track maintenance is organized in the United Kingdom, in particular by Network Rail, and then evaluating how this can be applied to the benefit of Indonesian Railways. The purpose of this research was expected to provide recommendations for management improvement of track maintenance by researching the track maintenance management system in Network Rail. This research study is based on secondary data. The analysis was conducted by using comparison method which compares the British Railways management and Indonesia railway management related to track maintenance management. The track maintenance management system was studied by using Network Rail. The results were compared with track maintenance management system in Indonesia. The comparison will provide the data differences that evaluated so the problem can be identified. The final result of this analysis was the identification of problems and improvisation that can be done for the development of track maintenance management in Indonesia. Several management issues have been mapped to several groups: finance management, structure organization, and asset management. From the problems that have been mapped, some improvements are recommended as monopolist authority restriction, maintenance system contract extension, re-structuring organization hierarchy, business plan consideration, track monitoring strategy arrangement, and condition based maintenance strategy adoption.

As railroad infrastructure becomes older and older and rail transportation is developing towards higher speed and heavier axle, the risk to safe rail transport and the expenses for railroad maintenance are increasing. The railroad infrastructure deterioration (prediction) model is vital to reducing the risk and the expenses. A short-range track condition prediction method was developed in our previous research on railroad track deterioration analysis. It is intended to provide track maintenance managers with two or three months of track condition in advance to schedule track maintenance activities more smartly. Recent comparison analyses on track geometrical exceptions calculated from track condition measured with track geometry cars and those predicted by the method showed that the method fails to provide reliable condition for some analysis sections. This paper presented the enhancement to the method. One year of track geometry data for the Jiulong-Beijing railroad from track geometry cars was used to conduct error analyses and comparison analyses. Analysis results imply that the enhanced model is robust to make reliable predictions. Our in-process work on applying those predicted conditions for optimal track maintenance scheduling is discussed in brief as well.

At present, many domestic industries don’t have perfect operation and maintenance management systems for their IT platform. Most of the daily maintenance work is passive response after the problem occurred rather than discovery in advance, which will bring the potential risks to IT system running smoothly. Therefore it is necessary to monitor and manage the existing IT core equipment, to improve the security and stability of the core production and enhance the satisfaction of business department. In addition, through the establishment of an association between centralized monitoring and process management platform, the system standardizes the operational work, and improves work efficiency.Maintenance management system based on Tivoli[1] is mainly to complete the monitoring and management of the IT infrastructure, used in finance, electric power, chemical and other industries, which includes room infrastructure, storage, networks, systems, databases and middleware. On one hand, the system centralizes event management platform integrates events from various aspects of the IT infrastructure, takes a rich deal and then provides intuitive monitoring for operational management. Moreover it integrates process management platform so as to complete creating work orders, processing and other operations. On the other hand, the system will integrate the monitoring results of existing business into the monitoring interface, and implements IT knowledge sharing.
