Strategic planning is an organizational process, the purpose of which is to conceive, formulate and manage the strategies implementation in the enterprise. The implementation of strategic planning involves the implementation of a set of actions aimed at taking the organization from a known position to a more desirable position, creating sustainable competitive advantages. This study deals with substantiating the role and importance of organizational strategic planning in the development of the organization using a systems approach. Systems engineering consists of a multidisciplinary and collaborative engineering approach, the purpose of which is to derive, develop and verify the effectiveness of decisions or the functioning of the system throughout its life cycle to satisfy the needs, expectations and desires of stakeholders. The purpose of this article is critically to analyze the Andrade method by comparing the processes and tools used in this method with those obtained as a result of traditional strategic planning. The methods were compared by developing a case study conducted in a science, technology and innovation institution operating in Brazil and annually conducting strategic planning cycles, using traditional methodologies for managing and analyzing the effectiveness of the organization and defining strategies for its development. The paper using the engineering system, carries out the comparison of the applied phases and tools with the offers in the model. The obtained results prove disadvantages of the traditional strategic planning process in comparison with the model proposed by Andrade. The application of the proposed model would allow to obtain indicators, different from the results of traditional strategic planning, in terms of forming another set of strategies and tools to manage the organization’s development. The paper concludes that the model proposed by Andrade is more complex than the traditional one. It indicates the expediency of organizations using other tools to analyze and formulate company development strategies in the context of strengthening their competitive advantages and achieving strategic goals. PurposeThe rapid increase in higher education institutions (HEIs) can affect the provision of quality education especially when there are no clear integrated objectives to serve the overall HEI as well as the lack of management related to human resource needs. The quality of HEIs relies on the performance of their employees who are considered as one of the most important resources. Several studies demonstrated that the concept of talent management is not well defined for HEIs and considered it as a new study; however, researchers emphasized on its importance to improve the employees' performance and to achieve sustainable competitive advantages. The main aim of this paper is to propose a faculty equity framework for talent optimization in HEIs to help these institutions to recruit the right people, manage and motivate them to achieve their future goals and serve the best quality.Design/methodology/approachThe faculty equity framework criteria are derived from the standards of national and international quality assurance and accreditation agencies which are grouped into three categories: alignment, capabilities and engagement. These criteria are used to outrank faculties and determine the entrepreneurial champions. As the framework does not require setting weights for these criteria, the authors propose to adapt the ELECTRE IV to outrank faculties.FindingsThe proposed framework has given faculty a chance to assimilate the HEI dominant culture and guidance to improve their performance through comparing themselves to entrepreneurial champions who are better aligned, capable and engaged. Also, the framework offers the HEI an opportunity to effectively retain talents and achieve maximized outcomes.Originality/valueThis research provides HEIs with a practical guide on how to enhance practices, policies and strategies regarding their human capital in order to achieve their missions and strategic goals.

The main task that determines the effective functioning of the country is the formation of a strategy for its socio-economic development based on a long-term innovation strategy. An innovative development strategy of the country is defined as a fundamental, basic element of the overall strategy of socio-economic development. The purpose of the article is to develop the conceptual foundations for shaping the country's socio-economic development strategy in modern conditions, adjusting the priority directions of the strategy and the peculiarities in using the means of achieving the goals, taking into account European experience. The article examines the European practice of developing and implementing the strategy of socio-economic development of the country as the most important instrument of the state's influence on social and economic development. Recommendations on the use of advanced strategic planning tools are developed. It is proved that without the scientific and methodological support of the plan of socio-economic development of the country it is impossible to count on the successful solution of important tasks and the democratization of public relations. The concept of strategy formation is designed to take into account the interests of economic entities and territory and to cover not only the traditionally used sectoral aspect of development, but also the territorial, which includes the creation and development of clusters and special economic zones. European experience shows that transition of a country to an innovative socially oriented type of development requires an increase in the efficiency of the state strategic planning process, the achievement of which is possible only with the co-ordinated activity of state authorities, business structures, science and society. It should be emphasized that in the prevailing conditions there is a need to form a single integrated system of social and economic development planning that optimally combines both the use of strategic planning and the program-target method for solving urgent problems.
