Abstract Nature-based solutions (NBSs) are increasingly implemented to mitigate natural risks in urban and rural contexts, from coastal to mountainous areas. Nevertheless, the lack of quantitative approaches to assess NBSs’ effectiveness limits their technical, social and cultural acceptance. Within the PHUSICOS project (EU H2020 Innovation Action; Grant Agreement nr. 776681) a comprehensive assessment framework tool (AFT) has been developed to fill this gap. This paper presents an ex-post analysis with the PHUSICOS AFT applied to the Isar River case study. The restoration of the urban reach of the Isar River, in the city of Munich, was implemented in the early 2000s and represents a successful example of ecosystem and user-friendly flood risk management plan. The performance of the NBS measures implemented to manage the flood risk and improve the ecological status of the river (NBS scenario) is assessed in comparison with an alternative scenario with traditional hard engineering measures (grey scenario, GS). Results underscore the NBS as a competitive alternative. The ex-post analysis shows the potential of the PHUSICOS AFT for NBS performance assessment, providing guidance on indicator selection, stakeholders’ management and performance assessment. The application discussed here is expected to aid professionals and researchers involved in the design, implementation, monitoring and evaluation of NBSs.

People possess a creative set of strategies based on their local knowledge (LK) that allow them to stay in flood-prone areas. Stakeholders involved with local level flood risk management (FRM) often overlook and underutilise this LK. There is thus an increasing need for its identification, documentation and assessment. Based on qualitative research, this paper critically explores the notion of LK in Malawi. Data was collected through 15 focus group discussions, 36 interviews and field observation, and analysed using thematic analysis. Findings indicate that local communities have a complex knowledge system that cuts across different stages of the FRM cycle and forms a component of community resilience. LK is not homogenous within a community, and is highly dependent on the social and political contexts. Access to LK is not equally available to everyone, conditioned by the access to resources and underlying causes of vulnerability that are outside communities’ influence. There are also limits to LK; it is impacted by exogenous processes (e.g., environmental degradation, climate change) that are changing the nature of flooding at local levels, rendering LK, which is based on historical observations, less relevant. It is dynamic and informally triangulated with scientific knowledge brought about by development partners. This paper offers valuable insights for FRM stakeholders as to how to consider LK in their approaches.

Water Framework Directive and Flood Directive of European Commission establishes the need for preparation of flood risk maps for each member country on each important hydrographic basins. Based on these established the flood risk management plan (must be finalized by end of 2015), which is a communicator and disseminator tool of the knowledge gained during two previous stages across the horizontal structures of governmental and non-governmental bodies dealing with flood protection, flood mitigation and flood struggle in general. Flood risk management plans, considered as a communicator and disseminator tool across the horizontal structures of governmental and non-governmental bodies dealing with flood protection, flood mitigation and flood struggle in general. They mainly include proposals on how to reduce the losses of lives, property and environmental through flood prevention, protection of vulnerable areas and increased flood preparedness in each river basin. The way of processing of this flood risk management plans on IT platforms changes the information stream flow. Future development plans of regions and cities will get a proper guidance and platforms for future feasibility studies. In Romania, each state institution wants to improve the skills of their employees. There is a lack of specialists who has enough knowledge about the hydroinformatics, thus in everyday work there is a very limited use of such tool, meanwhile the work with complex problems has generated recently a need to use valuable tool.
