The current planning mechanisms which are development plan and planning control were recognised as important tools in housing planning process. However, the weaknesses involved in the preparation of development plans and its implementation through development control may impose constraints on housing development. The objective of this paper is to evaluate whether the housing planning and control activities practiced require improvement in terms of the level of effectiveness of its implementation by the LPAs and PCs in Selangor using Quadrant Analysis. It was found that three activities; location, compliance and difficulties need high attention to achieve effective housing planning control. © 2016. The Authors. The weaknesses and ineffectiveness of the planning mechanism involved in the preparation of development plans and its implementation through development control have significantly given impact to the housing production process. The objective of this paper is to explore strategies for facilitating the effectiveness of the implementation of housing planning and control among decision makers and implementers in housing development. This in-depth interview is aimed to explore their strategies or plan of actions for ensuring the effectiveness of planning activities. It was found that the strategies can be classified into two stages; the preparation stage and implementation stage.Keywords: Development Plan; Planning Control; Urban Housing Development eISSN 2398-4295 © 2018. Land use planning is a contributing factor in achieving better housing development in urban areas. However, the ineffectiveness during the preparation of development plans and its implementation through development control has given the impact on housing development. This paper presents a study on the effectiveness of housing planning and control activities. The best approaches to assisting its effectiveness among decision-makers and implementers in housing development were revealed. Thus, the study employs a qualitative method through in-depth interviews conducted among town planners. The study discovered the most important aspects are the availability of data in improving housing planning and control. Planning mechanism such as development plan and planning control are consider to be some of the contributing factors in achieving successful housing development mainly in urban areas. However, the effectiveness of housing planning and control is still questionable especially when there are matters related to housing oversupply, a housing shortage, and housing quality. The objective of this paper is to outline the perception of housing planning and control among stakeholders on three elements; housing policies, development strategies and procedures for housing planning applications. The analysis indicate that the effectiveness of these elements being implemented could ensure successful future housing development.2398-4295 © 2016. The Authors.
