The Impact

Land use planning is a contributing factor in achieving better housing development in urban areas. However, the ineffectiveness during the preparation of development plans and its implementation through development control has given the impact on housing development. This paper presents a study on the effectiveness of housing planning and control activities. The best approaches to assisting its effectiveness among decision-makers and implementers in housing development were revealed. Thus, the study employs a qualitative method through in-depth interviews conducted among town planners. The study discovered the most important aspects are the availability of data in improving housing planning and control. Planning mechanism such as development plan and planning control are consider to be some of the contributing factors in achieving successful housing development mainly in urban areas. However, the effectiveness of housing planning and control is still questionable especially when there are matters related to housing oversupply, a housing shortage, and housing quality. The objective of this paper is to outline the perception of housing planning and control among stakeholders on three elements; housing policies, development strategies and procedures for housing planning applications. AbstractInnovative tools for modeling infectious agents are essential for better understanding disease spread given the inherent complexity of changing and interacting ecological, environmental, and demographic factors. We leveraged fine-scale satellite data on urban areas to build a road-connected geospatial network upon which to model disease spread. This model was tested by simulating the spread of the 2009 pandemic influenza in Rwanda and also used to determine the effects of vaccination regimens on outbreak spread and impact. Our results were comparable to data collected during the actual pandemic in Rwanda, determining the initial places affected after outbreak introduction in Kigali. They also highlighted the effectiveness of preventing outbreaks by targeting mitigation efforts at points of outbreak origin. This modeling approach can be valuable for planning and control purposes in real-time disease situations, providing helpful baseline scenarios during initial phases of outbreaks, and can be applied to other infectious diseases where high population mobility promotes rapid disease propagation.

Interest in autonomous vehicles (AVs) has significantly increased in recent years, but despite the huge research efforts carried out in the field of intelligent transportation systems (ITSs), several technological challenges must still be addressed before AVs can be extensively deployed in any environment. In this context, one of the key technological enablers is represented by the motion-planning and control system, with the aim of guaranteeing the occupants comfort and safety. In this paper, a trajectory-planning and control algorithm is developed based on a Model Predictive Control (MPC) approach that is able to work in different road scenarios (such as urban areas and motorways). This MPC is designed considering imitation-learning from a specific dataset (from real-world overtaking maneuver data), with the aim of getting human-like behavior. The algorithm is used to generate optimal trajectories and control the vehicle dynamics. Simulations and Hardware-In-the-Loop tests are carried out to demonstrate the effectiveness and computation efficiency of the proposed approach.

The weaknesses and ineffectiveness of the planning mechanism involved in the preparation of development plans and its implementation through development control have significantly given impact to the housing production process. The objective of this paper is to explore strategies for facilitating the effectiveness of the implementation of housing planning and control among decision makers and implementers in housing development. This in-depth interview is aimed to explore their strategies or plan of actions for ensuring the effectiveness of planning activities. The growth in horticultural and some industrial development in selected areas of Northland has led to a need for more specific and careful planning and control of limited resources in a number of major catchments. The potential irrigation demands for horhculture comprise over 60% of Northland's potential water requirements. By contrast, farm water supply needs are only 11% of these needs. Because of their importance to the Northland economy, and in the legislation these needs are given a high priority in water resource management planning. Land uses, including pastoral farming, require careful operation to reduce diffuse sources of pollution.
