ABSTRACT Based on modern microbiology, we propose a major revision in current space exploration philosophy and planetary protection policy, especially regarding microorganisms in space. Mainly, microbial introduction should not be considered accidental but inevitable. We hypothesize the near impossibility of exploring new planets without carrying and/or delivering any microbial travelers. In addition, although we highlight the importance of controlling and tracking such contaminations—to explore the existence of extraterrestrial microorganisms—we also believe that we must discuss the role of microbes as primary colonists and assets, rather than serendipitous accidents, for future plans of extraterrestrial colonization. This paradigm shift stems partly from the overwhelming evidence of microorganisms’ diverse roles in sustaining life on Earth, such as symbioses and ecosystem services (decomposition, atmosphere effects, nitrogen fixation, etc.). Therefore, we propose a framework for new discussion based on the scientific implications of future colonization and terraforming: (i) focus on methods to track and avoid accidental delivery of Earth's harmful microorganisms and genes to extraterrestrial areas; (ii) begin a rigorous program to develop and explore ‘Proactive Inoculation Protocols’. We outline a rationale and solicit feedback to drive a public and private research agenda that optimizes diverse organisms for potential space colonization.

Femtocells are considered one of the ultimate solutions for the ever increasing demand in LTE-Advance. Recently, wireless industries have resorted to femtocell networks in order to enhance indoor coverage and quality of service since macro-antennas fail to reach these objectives. In enabling indoor home or enterprise users with mobile broadband solutions, role of femtocells are crucially important. While considering low cost solutions for higher coverage and data rate, femtocells apparently have one of the best potentials for indoor users. Due to the dense self-deployment of femtocells in a limited area, serious inter-femtocell interference (IFI) may cause, which consequently results in severe performance degradation. To mitigate the IFI and utilize spectrum resource more efficiently, this paper proposes a cluster based femtocell deployments along with a capacity based cognitive resource allocation scheme .Three different channel configurations in a hybrid access femtocell network are considered for performance analysis. The results of a performance analysis of the cluster based femtocell configurations in a priority based users’ network are presented.

Linde-Buzo-Gray (LBG) Vector Quantization (VQ), technically generates local codebook after many runs on different sets of training images for image compression. The key role of VQ is to generate global codebook. In this paper, we present comparative performance analysis of different optimization techniques. Firefly and Cuckoo search generate a near global codebook, but undergoes problem when non-availability of brighter fireflies and convergence time is very high respectively. Hybrid Cuckoo Search (HCS) algorithm was developed and tested on four benchmark functions, that optimizes the LBG codebook with less convergence rate by taking McCulloch's algorithm based levy flight and variant of searching parameters. Practically, we observed that Bat algorithm (BA) peak signal to noise ratio is better than LBG, FA, CS and HCS in between 8 to 256 codebook sizes. The convergence time of BA is 2.4452, 2.734 and 1.5126 times faster than HCS, CS and FA respectively.

ABSTRACTTo give due credit to the barrier of the far field geologic environment in many host media it is necessary to account for sorption processes. The ultimate impact of sorption modelling will be in helping to define the degree of confidence that may be placed on geochemical retardation occurring in this barrier. For those involved in site characterisation, systems' design, design implementation and regulation, this confidence is best derived from a combination of a fundamental phenomenological understanding of the sorption process with empirical observations of sorption in natural environments. Neither alone is adequate. By performing a few additional measurements during classical Ko experiments, the data necessary for the more fundamental models, such as that of double-layer or surface ionization and complexation, may also be provided. The basis of these models and their integration into broader performance analysis are outlined in the context of how this maximises confidence in the geologic barrier of critically concerned groups.

<p align="center"><strong><em>ABSTRACT</em></strong></p><p align="center"><strong><em><br />Nizam Zachman Oceanic Fishing Port (OFP) has basic facilities, supportive facilities, and functional facilities that are needed for fishing activities in the port. The role of Nizam Zachman OFP as one of the largest tuna fishing ports in Indonesia is to support the availability of facilities required by each tuna industry stakeholders. The aimed of the research were to determine the role of Nizam Zachman OFP in providing support facilities and services in the activities of tuna fishing industries; and to determine the level of interest tuna stakeholders and level performance of Nizam Zachman OFP. Data analysis were carried out using a scoring method based on Ministry Regulation of Marine Affair and Fisheries number 8/PERMEN-KP/2012 about Fisheries Port then adapted to the conditions in the sites and analyze the level of interest and performance level with IPA (Importance Performance Analysis). The results showed that the role of Nizam Zachman OFP was good in production activities, infrastructure and public services, and there were still several service atributes performance that still have to be improved by the fishing port authority.<br />Keywords: tuna industries, IPA, Nizam Zachman, fishing port role, scoring</em></strong><strong><em></em></strong></p><pre><em>               </em></pre><p align="center"><strong>ABSTRAK</strong></p><p>Pelabuhan Perikanan Samudera Nizam Zachman memiliki fasilitas pokok, fasilitas penunjang, dan fasilitas fungsional yang sangat dibutuhkan dalam setiap aktivitas perikanan di pelabuhan. Peran PPS Nizam Zachman sebagai salah satu pelabuhan perikanan tuna terbesar di Indonesia dalam menunjang ketersediaan fasilitas diperlukan oleh setiap <em>stakeholder</em> industri tuna. Tujuan dari penelitian ini adalah untuk menentukan peran PPS Nizam Zachman dalam menyediakan fasilitas pendukung dan pelayanan dalam kegiatan industri perikanan tuna; dan menentukan tingkat kinerja PPS Nizam Zachman serta tingkat kepentingan  <em>stakeholder </em>tuna. Analisis data dilakukan dengan<strong> </strong>pembobotan atau <em>scoring</em> berdasarkan Peraturan Menteri Kelautan dan Perikanan Nomor 8/PERMEN-KP/2012 tentang Kepelabuhanan Perikanan yang kemudian disesuaikan dengan kondisi di lokasi penelitian.  Selanjutnya dilakukan analisis tingkat kepentingan dan kinerja dari PPS Nizam Zachman dengan menggunakan analisis IPA (<em>Importance Performance Analysis</em>). Hasil penelitian menunjukkan bahwa PPS Nizam Zachman berperan baik dalam aktivitas produksi, sarana prasarana dan pelayanan umum dan terdapat beberapa atribut pelayanan PPS Nizam Zachman yang masih harus ditingkatkan kembali kinerjanya.</p><strong>Kata kunci:</strong> <em>industri tuna, IPA, Nizam Zachman, peran pelabuhan perikanan, skoring</em>
