Following previous papers about the activities of V. I. Charnolusky (Scientific and Technical Libraries. - 2016. - № 10-12; 2017. - № 2), undeservingly forgotten Russian bibliographer, Doctor of pedagogical sciences, professor, his last creative project Union-wide oriented is highlighted. The project deals with: formation of All-Union Information and Bibliographic Bureau, Russian State Library for People’s Education under the aegis of the USSR Central Executive Committee Academic Committee, but operating on the premises of V. I. Lenin State Library of the USSR. The destiny of that project and its negative consequences for both Russian State Library for People’s Education and V. I. Charnolusky personally are studied.

The first in the series article on the multifarious activities of Vladimir Ivanovich Charnolusky (1864-1941), outstanding though forgotten Russian bibliographer, public figure and pedagogue. His professional career (before the October Revolution and during the Soviet era) is reviewed, in particular his service for the People’s Commissariat of Education and V. I. Lenin State Library of the USSR. For the first time, data on the Russian State Library for People’s Education existing back in 1920ies, the project of All-Union Information and Bibliographic Bureau of the USSR Central Executive Committee Academic Committee are presented.

The article deals with the opening of the exhibition dedicated to the 200th anniversary of the birth of Nickolay Gogol. Many editions presented at the exhibition contain autographs of Russian writers and poets, including the Gogol’s autograph. Director General of the Russian State Library V. Fedorov and the Head of Manuscripts Department V. Molchanov and others took part in the opening of the exhibition.
