<b>Long-term unemployment is a significant problem for Governments and communities. It demands innovative and agile policy responses, including those that involve community partners. However, research has shown that for the New Zealand Government to achieve collaboration, deep change in institutional arrangements is required. This thesis investigates collaborative governance as an alternative paradigm, drawing on the Community Employment Group and Mayors Taskforce for Jobs initiatives as case studies. It explores the leadership styles and behaviours, participatory processes and accountability mechanisms that enabled ongoing and iterative problem solving with communities, to address long-term unemployment.</b><br>Analysis of the case studies found that: the leaders wrote their own rulebooks, and as such, accountability and participatory mechanisms were inextricably intertwined with the personality, skills, competencies and preferences of the leader; the transparency of accountability arrangements were critical to the survival of the initiatives, and the informal mechanisms were at least as important as formal mechanisms; and that participation can be a much looser arrangement than that suggested in the collaborative governance literature. These cases showed that there is little room for complacency in collaborative governance. Tenacious and visionary leadership, formal and informal accountability mechanisms that give legitimacy to the initiative and frequent, genuine and open communication by all parties combine as key factors to sustain ongoing and iterative problem solving to address long-term unemployment.

Purpose/Objective: To describe the process of adapting the evidence-based Teen Online Problem Solving (TOPS) program, a telehealth problem-solving treatment addressing executive function and behavior regulation challenges in adolescents with traumatic brain injury, in Italy, New Zealand, and the United Kingdom. Research Method/Design: We describe the process of adapting and translating the TOPS program in three case studies with unique methods and samples. In Italy, 14 parents of adolescents with TBI participated in focus groups and two adolescents with TBI and their parents and two physicians provided input on the resulting translation. In New Zealand, an independent Māori cultural advisor reviewed the content, and six adolescent-parent dyads and two health professionals completed the 10 modules independently over a five-week period to inform adaptation. In the United Kingdom, a team of neuropsychologists and a parent of an adolescent with ABI reviewed and adapted the content through successive iterations. Results: In Italy, suggested changes included greater emphasis on nonverbal communication and clearer examples of inappropriate problem-solving responses. In New Zealand, parents and adolescents rated the program as acceptable and helpful. Suggestions included incorporating familiar Māori settings, integrating religion, and developing videos with New Zealand adolescents. In the United Kingdom, iterative refinements focused on adapting TOPS for other acquired brain injuries and reflecting cross-national differences (e.g., drinking age). Conclusions/Implications: These three case studies suggest that programs such as TOPS developed in one cultural context can be broadly acceptable in other contexts, with adaptations focusing on tailoring to reflect the unique cultural and linguistic setting.

<p>Recent years have seen a series of natural disasters place significant social and fiscal strain on a number of economies. Determining the appropriate tax response to natural disasters involves multiple complex policy decisions, which often need to be made under significant time pressure with limited information. While natural disasters are predicted to become more frequent and costly, there has been little focus on the links between tax policy development and responses to natural disasters. In particular, no research has systematically compared international tax policy responses to natural disasters.  This thesis outlines the tax responses in the pre-disaster, disaster response, and post-disaster recovery stages of the 2010/11 Canterbury earthquakes in New Zealand and the 2010/11 Queensland floods in Australia. By summarising the responses in this way, a useful resource for future tax policy makers has been created. These tax responses are evaluated against the standard economic principles of good tax policy, and an investigation is made into the relationship between the responses and the strength of the existing tax policy system, as measured by OECD, World Bank and other expert reviews. As part of that investigation, individual case studies are presented that dissect 44 semi-structured interviews with tax policy makers from Australia and New Zealand, selected to represent the views of government officials, tax practitioners and tax academics. A large number of legislative documents, policy reports, formal reports, technical guidance, submissions, academic literature and media items prepared by these policy makers are also analysed.  The analysis shows that both countries had a range of pre-existing rules for dealing with natural disasters but there were gaps and a lack of consistency, which were more pronounced in New Zealand. The immediate response in both countries involved significant administrative effort, and in New Zealand there were a large number of legislative changes which reflected the comparative lack of pre-disaster tax settings. New Zealand also made a large number of changes to support post-disaster recovery. Such changes were not required following the Queensland floods, because timing issues for revenue expenditure and the timing or taxation of capital expenditure had previously been addressed by earlier generic tax changes and Australia’s comprehensive capital gains tax (CGT). While both countries were forced to consider funding options for recovery, pressure was mitigated in New Zealand by high levels of public and private insurance, allowing the New Zealand government to rely on existing taxes and increased debt. The Australian government, which did not have a disaster fund or insurance scheme, implemented a one-year flood levy. New Zealand also supported reconstruction through tax incentives. In contrast, no such measures were proposed or enacted in Australia, due to existing rules, Australia’s comprehensive CGT, and the extensive range of Australian government disaster recovery grants which reduce pressure for tax incentives to aid recovery.  The empirically-based patterns from the two case studies suggest that countries with stronger existing tax policy systems have tax responses to natural disasters which align more with the standard economic principles of good tax policy, even when they are less prepared for an event. However, any weaknesses will also be reflected in the tax responses made.</p>

Diverse and contested local interests and the complexity of climate change make adaptation to climate change risks at the coast challenging. Even in similar settings, adaptation experiences and prospects can differ markedly. Why? This paper provides empirical evidence of comparative adaptation experiences in two regions of Aotearoa-New Zealand - the Coromandel Peninsula and the Hawke's Bay coast. We critically examine how local barriers and enablers influence the trajectory of adaptation in two regions that face similar risks, have essentially the same institutional architecture, and yet have had very different adaptation experiences. We investigate the situational differences and similarities, and their implications for adaptation in each region. We found that the evolution of adaptation is shaped by the perceptions of the actors, especially local authority leaders, and opportunities that arise at a context-specific point in time. Such perceptions and opportunities can amount to barriers in one location and enablers in another. Growing concern about coastal hazard risk, improving levels of trust and legitimacy, community engagement, and collaborative governance were key to innovative long-term adaptation planning in the Hawke's Bay but their absence has led to short-term business as usual practices in the Coromandel. Yet even in the latter case, change is underway and longer-term adaptation planning is commencing. We conclude that there is a ‘rising tide’ of adaptation action in the face of escalating climate risk – with long-term planning and local action triggered by cumulative hazard experience and / or extreme events that raise public concern and make climate change salient to local community members and leaders. Both local and regional interests and concerns shape local response appetites. Proactive, local authority-led engagement and long-term strategic planning are foundational for mobilizing effective adaptation responses. Enabling national policy, guidance and institutional provisions are key to prompting and sustaining such efforts, and to facilitating broad consistency in locally appropriate responses. Notwithstanding efforts to foster locally appropriate but nationally aligned adaptation responses, our research shows that coastal communities and their local authorities follow pathways consistent with local risk appetites, understanding about climate change, and the political will and capacity of local government to mobilize key governance actors around long-term strategic planning.

Abstract The critical processes driving successful research translation remain understudied. We describe a mixed-method case study protocol for analyzing translational research that has led to the successful development and implementation of innovative health interventions. An overarching goal of these case studies is to describe systematically the chain of events between basic, fundamental scientific discoveries and the adoption of evidence-based health applications, including description of varied, long-term impacts. The case study approach isolates many of the key factors that enable the successful translation of research into practice and provides compelling evidence connecting the intervention to measurable changes in health and medical practice, public health outcomes, and other broader societal impacts. The goal of disseminating this protocol is to systematize a rigorous approach, which can enhance reproducibility, promote the development of a large collection of comparable studies, and enable cross-case analyses. This approach, an application of the “science of translational science,” will lead to a better understanding of key research process markers, timelines, and potential points of leverage for intervention that may help facilitate decisions, processes, and policies to speed the sustainable translational process. Case studies are effective communication vehicles to demonstrate both accountability and the impacts of the public’s investment in research.

This paper discusses the performance of road bridges during the 2010–2011 Canterbury earthquakes and focuses on the response of bridges in liquefying soils undergoing lateral spreading. A characteristic spreading-induced mechanism for short-span bridges with rigid superstructures is presented and explored using four well-documented case studies. A series of pseudo-static analyses are then used to investigate the observed response of the bridges and their pile foundations in particular. Deformations and damage to the piles are evaluated and correlated with the spreading displacements, and key factors controlling the pile response and the development of the spreading-induced damage mechanism are identified.
