ISO 9000 is a quality management system widely used. ISO 9000 has begun being implemented in Malaysia's IPT since the 1990s as one of the initiatives for quality assurance. While the number of HEIs in Malaysia that are implementing ISO 9000 is increasing, however, empirical studies of the implementation of the system are still underdeveloped. Therefore, the objective of this article is to study the implementation steps of ISO 9000 quality management system at Malaysian HEI. This study uses a qualitative approach by using case study as a research strategy. A public HEI located in Selangor was chosen as a research location. This study uses a semi-structured interview method carried out on fifteen informants who are actively involved in the implementation of ISO 9000. The informants represent the categories of faculty management, quality coordinator and lecturers. The data were analyzed using thematic analysis method which was assisted by Nvivo software. The research finding show that the implementation of ISO 9000 in the HEI involves seven steps; organizational context analysis, training, leadership, development of work groups, implementation, monitoring and improvement. All these steps have been well implemented with participation from all faculty members. The results of this study contribute to the development of knowledge related to the implementation of ISO 9000: 2015 in Malaysian HEI.  The research findings can be employed as a guideline to university administrators, public sector officers or corporate managers in their effort to implement ISO 9000 effectively in their respective organizations.

ISO standards of 9000 family assist in designing and implementing quality management system in an organization. QMS increases the efficiency and effectiveness of organization's ability to meet customer, statutory and regulatory requirements applicable to the product and the organizations own requirements. It also helps in systematic planning, organizing, monitoring and verifying of the process thus reducing needless capital, increasing productivity, ensuring quality in process and product.In this thesis a quality management system manual and the necessary formats are prepared for a company which is not ISO certified, taking them a step closer to certification process. The manual is prepared as per the requirement of ISO 9001.2008 standard and the company’s scope. ISO 9001.2008 and ISO 9000.2005 standards were referred for the preparation of the manual, where ISO 9000 states the fundamentals and vocabulary of QMS and ISO 9001 states the requirements in quality management system. ISO 9001 is the only certifying standard in ISO 9000 family. These standard guides the organization in implementing, maintaining, monitoring, improving QMS to meet the customer, statutory and regulatory requirements. Via visiting the organization, understanding the organizations scope of work, process and procedures adopted in the firm, collecting the required documents and data and integrating these process, procedures and formats a Quality manual is prepared. By implementing the manual, adopting the procedures and documenting the process and progress the performance of the organization can be improved. If interested the organization can go ahead with certification process after fully implementing ISO process.

The ISO 9000 Quality Management System is widely implemented in various sectors in Malaysia, including in the higher education sector. The main objective of implementing ISO 9000 in Higher Education Institutions (HEIs) is to improve the quality related to administrative as well as academic matters. Implementation of ISO 9000 emphasizes on key clauses namely quality management system, risk management, resource management, product realization, analysis and continuous improvement. All these clauses emphasize on technical aspects. Therefore, the value aspect should also be emphasized that the practice of ISO 9000 can be implemented in a balanced way. The objective of this article is to examine Islamic values in the implementation of ISO 9000 in Malaysian HEI. This qualitative study uses a public HEI located in the Klang Valley as a case study. Semi-structural interview is used as a data collection method. The data were analyzed using thematic analysis method. The research findings show that there are five Islamic values practiced in the implementation of ISO 9000 namely Shura, Itqan, discipline, responsibility and Istiqamah. All of these Islamic values help in implementing ISO 9000 effectively in Malaysian HEI.
