This paper examines how the employment profile of newcomers to Canada differs from that of the native-born, controlling for human capital and other individual characteristics, and whether that profile converges to that of the native-born as the length of residence in Canada increases. These questions are important for understanding whether (and the extent to which) foreign workers adjust to Canadian labour markets. They also have significant policy relevance, given that demographic trends in the country suggest that immigration will likely be an even more significant contributor to labour force growth in the years ahead. The econometric tool we employ is the multinomial logit model, which is estimated using data from the 2001 Census of Canada. Employment status, which is a categorical variable with several dimensions, is explained in terms of human capital, demographic and other individual characteristics, with additional controls for immigration status and variables intended to capture the impact of the length of residence of foreign workers in Canada. Since foreign workers are themselves a disparate group, entering Canada with very different socio-economic characteristics, with the potential for very different paths of subsequent adjustment to host country labour markets, we consider several foreign-born groups. This is important for capturing differences that reflect the shift in immigration away from traditional sources (e.g. the U.K) to non-traditional sources (e.g. Asia), and the implications for labour market activity and outcomes.

Foreign-born population in Slovakia has been growing steadily over recent years. Since 2018, foreigners from the so-called third countries have become dominant within the immigrant population. The migration crisis due to the Pandemic seems not affected the patterns of migration to Slovakia. We would argue that the need in Slovakia‘s domestic labour market affected immigration flows more than anything else. Before the outbreak of the COVID-19 Pandemic, due to emigration flows, there was a shortage of labour in the country. However, as a result of the restrictive measures taken by the government in response to the Pandemic, changes are taking place, which also has an impact on the employment of foreigners. During the Pandemic, several laws regulating the legal status of foreigners in the Slovak Republic have been amended. This article focuses on the legislative developments in shaping the Slovak migration policy in the near future.

Regular immigration to Italy is based on a quota system setting annual ceilings to legal entries. Reserved shares are granted to single countries or categories of countries. Reserved shares have been increased; they are used as an incentive to obtain the cooperation of countries of origin in stemming irregular migration flows. The total quota of regular immigration has gradually increased too. Still, it does not fully respond to the growing demand of foreign workers on the labour market, and quotas seem to be used as crypto-regularisations rather than as an instrument for regulating legal entries.

The independent Migration Advisory Committee (MAC) was created in 2007 after a decade in which the share of foreign-born workers in the British labour force doubled to 13 per cent. The initial core mandate of the MAC was to provide “independent, evidence-based advice to government on specific skilled occupations in the labour market where shortages exist which can sensibly be filled by migration.” The MAC's answers to these 3-S questions, viz, is the occupation for which employers are requesting foreign workers skilled, are there labour shortages, and is admitting foreign workers a sensible response, have improved the quality of the debate over the “need” for foreign workers in the UK by highlighting some of the important trade-offs inherent in migration policy making. The MAC can clarify migration trade-offs in labour immigration policy, but cannot decide the ultimately political questions about whose interests should be prioritised and how competing policy objectives should be balanced.

The aim of this critical literature review is to define the connection between immigration policies and the construction of a national identity, and to discuss what the implications of such connections may be. Tracing how the legal subjectivity of the migrant has developed throughout time and through policy reveals how messages about the nation and Others are created, sustained, and circulated through legal policies. What values are implicit within Canadian immigration policy? How does the migrant ‘other’ help ‘us’ stay ‘us’? How do nationalist ideologies construct the Other and how is this reflected in labour market segmentation? Constructing a national identity involves categorizing migrants into legal categories of belonging, a process in which historical positions of power are both legitimized and re-established through law. Discourses about temporary foreign workers provide examples of how the Other is framed in limited terms and in opposition to that of legitimate members of Canadian society. This book explores the connection between the so-called robber barons who led American big businesses during the Gilded Age and Progressive Era and the immigrants who composed many of their workforces. As the book argues, attribution of industrial-era class conflict to an “alien” presence supplements nativism—a sociocultural negativity toward foreign-born residents—as a reason for Americans' dislike and distrust of immigrants. And in the era of American industrialization, employers both relied on immigrants to meet their growing labor needs and blamed them for the frequently violent workplace contentions of the time. The book uncovers the connection of immigrants to radical “isms” that gave rise to widespread notions of alien subversives whose presence threatened America's domestic tranquility and the well-being of its residents. Employers, rather than looking at their own practices for causes of workplace conflict, wontedly attributed strikes and other unrest to aliens who either spread pernicious “foreign” doctrines or fell victim to their siren messages. These characterizations transcended nationality or ethnic group, applying at different times to all foreign-born workers. The book concludes that, ironically, stigmatizing immigrants as subversives contributed to the passage of the Quota Acts, which effectively stemmed the flow of wanted foreign workers. Post-war employers argued for preserving America's traditional open door, but the negativity that they had assigned to foreign workers contributed to its closing.
