Dinas Pemuda, Olahraga dan Pariwisata (DPOP) Kota Balikpapan berkedudukan dalam menyelenggarakan urusan pemerintahan di bidang kepemudaan dan olahraga serta pariwisata. DPOP Kota Balikpapan telah memiliki 15 dokumen SOP AP. Namun, dokumen SOP AP yang ada berasal dari tahun 2015 sehingga perlu dilakukan evaluasi. Selain itu, DPOP Kota Balikpapan belum memiliki pemetaan proses bisnis. Oleh sebab itu, dilakukan penelitian ini yang bertujuan untuk memodelkan proses bisnis serta menyusun SOP AP pada DPOP Kota Balikpapan yang sesuai dengan Permenpan RB RI Nomor 19 Tahun 2018 dan Permenpan RB RI Nomor 35Tahun 2012. Dengan menggunakan Business Process Model Notation (BPMN) untuk notasi proses bisnisnya dan flowcharts untuk notasi dalam menyusun dokumen SOP AP. Dari hasil penelitian ini didapatkan 15 as-is process yang kemudian dievaluasi menggunakan value-added analysis dan menghasilkan 15 to-be process serta 16 proses yang belum didokumentasikan ke dalam proses bisnis ataupun SOP AP, sehingga total proses yang dimodelkan dan disusun ke dalam proses bisnis dan SOP AP terdapat 31 proses.

For the last five years, the author has employed a business process model as a central organizing construct for the senior-level Forecasting Techniques course at Embry- Riddle Aeronautical University's Daytona Beach, Florida, campus. The process model allows weather analysis and forecasting to be examined as both a scientific process and a business operation, with emphasis on employing a user-focused approach. The use of the model arose from the need for an organizing context for the students, mostly seniors applying their knowledge from previous coursework, most of whom are learning to make their first weather forecasts. The process model used in the present version of the course evolved from one originally developed by the U.S. Air Force to describe weather information's value-added contributions to daily operations. The model consists of two major interrelated components: the weather information processing cycle (WIPC) and the provider–user relationship (PUR). The WIPC describes the analysis/forecast process from the scientific point of view, whereas the PUR examines the relationship between the provider and user of meteorological information. The WIPC uses familiar concepts such as data collection, analysis, and prediction, whereas the PUR introduces the students to complex (and seldom taught) topics such as user requirements and mission analyses. The process model also provides a framework for the final project, a case-study analysis that emphasizes not only the weather associated with the event but also its resulting impact on the affected population.

Computing with data is at the hart activity of the statistical office. Yet, the area of technical computing often falls between the two stools of data analysts and IT developers. In this paper we analyze the importance of computational skills in the Generic Statistical Business Process Model. Next, we give an overview of computational topics that are of importance to the statistical office. Many of these skills turn out to be of highly technical nature. After this, we try to provoke a wider discussion on the role of technical computing by 1) introducing the role of the Research Software Engineer into the field of official statistics and 2) propose a six semester bachelor’s curriculum in official statistics.
