Computing with data is at the hart activity of the statistical office. Yet, the area of technical computing often falls between the two stools of data analysts and IT developers. In this paper we analyze the importance of computational skills in the Generic Statistical Business Process Model. Next, we give an overview of computational topics that are of importance to the statistical office. Many of these skills turn out to be of highly technical nature. After this, we try to provoke a wider discussion on the role of technical computing by 1) introducing the role of the Research Software Engineer into the field of official statistics and 2) propose a six semester bachelor’s curriculum in official statistics.

A key aspect of software quality is when the software has been operated functionally and meets user needs. A primary concern with non-functional requirements is that they always being neglected because their information is hidden in the documents. NFR is a tacit knowledge about the system and as a human, a user usually hardly know how to describe NFR. Hence, affect the NFR to be absent during the elicitation process. The software engineer has to act proactively to demand the software quality criteria from the user so the objective of requirements can be achieved. In order to overcome these problems, we use machine learning to detect the indicator term of NFR in textual requirements so we can remind the software engineer to elicit the missing NFR.We developed a prototype tool to support our approach to classify the textual requirements and using supervised machine learning algorithms. Survey wasdone toevaluate theeffectiveness of the prototype tool in detecting the NFR.

Software engineering (SE) researchers and research networks from emerging communities are often not visible in already established Software Engineering venues for a multitude of reasons. This limits the opportunities and mutual bene ts that can arise from collaborations between global and emerging Software Engineer- ing networks. This article focuses on a rst attempt to provide a map of the African software engineering research community with focus on the networks of two big East African Universities. We hope that this very initial mapping e ort will help to raise aware- ness in the international community about the variety of software engineering research in Africa. We formulate some suggestions for making our academic Software Engineering community more inclusive.
