This study investigates viewpoints on policy for diversity in media subsequent to the Canadian Radio-television and Telecommunications Commission (CRTC)’s 2007-5 diversity of voices proceedings and subsequent CRTC 2008-4 regulatory changes. The policy proceedings were designed to aggregate and act upon the many policy preferences and conceptions of media diversity within Canada’s complex media mosaic. Research reported here uses Q methodology, complemented with conventional survey questions and open-ended qualitative questions, to identify and interpret the plurality of subjective viewpoints surrounding the diversity debate and the CRTC’s deliberative policymaking processes. Research identified four principal viewpoints regarding policy for media diversity, based on concerns about minority representation, industry consolidation, Canadian cultural expression, and a comprehensive marketplace of ideas. It also considers various stakeholder viewpoints on the CRTC’s 2007-5 deliberative proceedings, and the extent to which the Commission’s deliberative processes meet the four deliberative democratic pillars of inclusiveness, equality, reasonableness and publicity.

This essay explores histories of common salt, sodium chloride, using concepts and methods from media theory. It contributes to research on media and environment and the general ‘material turn’ taken across the Humanities. I conceive of salt as what Peters calls an ‘elemental’ medium so as to show, first, the imbrication of naturally-occurring substances in the operations and supply chains of digital culture. Second, the many lives salt has lived materially, in techniques of survival and exchange, and metaphorically, in cultural expression, complicate conventional understandings of media. In showing how salt performs three functions, processing, storage, and transfer, which Kittler ascribed to technical and symbolic media, I argue for a more expansive use of ‘mediation’ as a bridge concept that speaks to matters of nature and culture, Arts and Science, and to account for deep histories of extraction and economy that shape digital culture and global supply chains.

Chromosome Y (chrY) variation has been associated with many complex diseases ranging from cancer to cardiovascular disorders. Functional roles of chrY genes outside of testes are suggested by the fact that they are broadly expressed in many other tissues and correspond to regulators of basic cellular functions (such as transcription, translation, and protein stability). However, the unique genetic properties of chrY (including the lack of meiotic crossover and the presence of numerous highly repetitive sequences) have made the identification of causal variants very difficult. Despite the prior lack of reliable sequences and/or data on genetic polymorphisms, earlier studies with animal chrY consomic strains have made it possible to narrow down the phenotypic contributions of chrY. Some of the evidence so far indicates that chrY gene variants associate with regulatory changes in the expression of other autosomal genes, in part via epigenetic effects. In humans, a limited number of studies have shown associations between chrY haplotypes and disease traits. However, recent sequencing efforts have made it possible to greatly increase the identification of genetic variants on chrY, which promises that future association of chrY with disease traits will be further refined. Continuing studies (both in humans and in animal models) will be critical to help explain the many sex-biased disease states in human that are contributed to not only by the classical sex steroid hormones, but also by chrY genetics.

Refrigeration processes that contain more than 10,000 lb of anhydrous ammonia refrigerant are subject to a number of environmental and safety regulations, including the following: ▪ Occupational Safety and Health Administration’s (OSHA’s) Process Safety Management of Highly Hazardous Chemicals (the PSM Standard), 29 CFR 1910.119 ▪ Environmental Protection Agency’s (EPA’s) Risk Management Plan (RMP) Rule, 40 CFR, Part 68 ▪ EPA’s Emergency Planning and Community Right to Know Act (EPCRA), 40 CFR parts 350 to 372, ▪ Department of Homeland Security’s (DHS’s) Chemical Facility Anti-Terrorism Standard, 6 CFR Part 27. These regulations require periodic reporting and other actions, such as employee training and the implementation of hazard prevention programs and emergency response plans. This paper provides a brief summary of the listed rules, as they apply to ammonia refrigeration processes, and describes the following regulatory changes and trends: ▪ OSHA 2009 PSM Covered Chemical Facilities National Emphasis Program, which will include a focus on ammonia refrigeration facilities ▪ EPA’s recently implemented RMP e*Submit procedure ▪ Recent changes to the Tier II reporting for Florida facilities ▪ Rulemaking related to the DHS chemical facility antiterrorism standard. This paper should be helpful to ammonia refrigeration facility owners and operators who are struggling to stay in compliance with the many regulations applicable to their process. Additionally, the references and website links listed on the bibliography of this paper will serve as resources to further assist such owners and operators in the future, as regulations continue to change. Public participation in environmental decisionmaking has become an accepted part of Western societies over the last three decades. Whereas on a simple level every democratic process based on aggregating individual preferences contains an element of public participation, the literature on discursive democracy emphasises instead a more subtle, rich, and intense social process of deliberation. In this model, the spectrum of understandings, interests, and values expressed in different discourses is explored in detail by participants before a decision is reached. Although within an idealised model of discursive democracy such deliberations would involve every member of society potentially affected by the issue under discussion, a range of constraints mean that in practice this ideal model can only be approximated by discussions held in various forms of ‘minipublics’, which contain in most cases only a tiny proportion of the relevant community—for example, citizens' juries and consensus conferences. We identify three problem areas concerning the choice of participants in such ‘minipublics’, which we call the ‘recruitment problem’ (how individual participants are chosen to take part), the ‘composition problem’ (what the final composition of the minipublic is), and the ‘mandate problem’ (what role each of the participants assumes within the process). We suggest that most studies have not explicitly distinguished these elements, and consequently the rationale for why the results of such processes should be considered legitimate in either an advisory or a decisionmaking capacity is often unclear. We review the limitations of traditional recruitment methods and suggest a new alternative we consider appropriate for discursive processes—utilising Q methodology as a step in developing a purposive sampling frame for the recruitment phase. Although this approach is not without problems, we suggest that it could potentially offer a better basis on which to address the recruitment problem for those processes seeking to approximate discursively democratic ideals.
