The municipality of Moalboal (Cebu, Central Philippines) falls under Cluster XI (coastal and marine areas of the south Sulu Sea are most prone to sea level rise) in the climate-ocean hazard typology. Coastal activities, such as aquaculture, fishing, recreation, and tourism are integral to Moalboal’s economy. Its economy is partly dependent on coastal resources and could be vulnerable to sea level rise. Hence, there is a need to determine the vulnerability profile of the municipality, through indicator-based vulnerability assessment. Results using vulnerability assessment tools coupled with GIS-based workflows showed that the overall vulnerability to climate change of mangroves was moderate and low for both seagrasses and corals. A better understanding of how human activities may directly and indirectly affect coastal resources is urgently needed. Integrated coastal zone management provides a major opportunity to address the many issues and challenges of climate change in an effort to design and develop adaptation strategies.

AbstractWith an overwhelming majority of India’s population living on the coast and depending on coastal resources for their sustenance and livelihood, sustainable coastal development is of critical importance to this country. India is also susceptible to the impacts of climate change and sea level rise. This article reviews India’s attempts to manage its long coastline and coastal resources through the instrumentality of law. The salient features of its first coastal law of 1991 and the subsequent draft law of 2008, culminating with a new law adopted in 2011, are analyzed in detail. Specifically, this article examines how these laws provide for integrated coastal zone management, the primary methodology to attain sustainable coastal development, and how they further adaptation to sea level rise. The article argues that, as it stands, India’s coastal law is ineffective to further these two objectives.

Climate change and sea level rise are realities that are upon us and which will profoundly impact the lives and basic rights of millions of coastal residents all over the world. As the law stands both at the international and at certain national levels, the basic human rights of the climate displaced are not adequately protected. This paper identifies two possible displacement scenarios, based on the continued availability/non-availability of land in the face of sea level rise and other climate change impacts; namely, the sinking Small Island Developing States phenomeon, where land disappears and there is no surplus land to support habitation, and all other cases, where the coastal land is battered severely but it can be re-utilized through appropriate adaptation measures or even if coastal frontage land disappears there is still land available inland. On this basis, the paper proposes three possible solutions: (1) bilateral or regional treaties to facilitate resettlement of the inhabitants of sinking Small Island Developing States, (2) appropriate coastal climate change adaptation implemented via integrated coastal zone management and (3) creation of new arrangements under the international climate change regime to provide financial assistance and technological support to respond to both situations. Even though the primary focus of this paper is on coastal communities in South Asia, the lessons that it offers are relevant to other coastal contexts as well.

SUMMARYThere is an urgent need to understand how climate change, including sea-level rise, is likely to threaten biodiversity and cause secondary effects, such as agro-ecosystem alteration and human displacement. The consequences of climate change, and the resulting sea-level rise within the Forests of East Australia biodiversity hotspot, were modelled and assessed for the 2070–2099 period. Climate change effects were predicted to affectc. 100000 km2, and a rise in sea level an area of 860 km2; this could potentially lead to the displacement of 20600 inhabitants. The two threats were projected to mainly affect natural and agricultural areas. The greatest conservation benefits would be obtained by either maintaining or increasing the conservation status of areas in the northern (Wet Tropics) or southern (Sydney Basin) extremities of the hotspot, as they constitute about half of the area predicted to be affected by climate change, and both areas harbour high species richness. Increasing the connectivity of protected areas for Wet Tropics and Sydney Basin species to enable them to move into new habitat areas is also important. This study provides a basis for future research on the effects on local biodiversity and agriculture.
