The aim of this study is to determine postgraduate students’ general satisfaction with the quality of academic services. For this purpose, a written-questionnaire was conducted to 400 graduate students at Atatürk University, Turkey. The dependent variable of the study was the satisfaction level of graduate students which has a natural order. Hence, four different ordered logit models were performed to determine factors that may influence satisfaction levels of graduate students with the quality of academic services. Along with standard ordered logit model, other alternative ordered response models were also performed including generalized ordered logit model, partial constrained generalized ordered logit model, and heterogeneous choice model. Results reveal that a variety of factors are associated with quality of higher education services including age group, tuition fee, undergraduate education, monthly individual income, monthly household income, type of graduate school, current status of postgraduate education, advisor’s academic degree, and time elapsed for postgraduate education. The outcome of this study may give a valuable information for decision-makers of higher education institutions and may provide a benchmarking option in terms of past, present and future higher education policies.

AbstractThis paper considers the effect of rental externality and protection of tenants on housing quality. Rental externality means that the quality of renter-occupied housing is lower than that of owner-occupied housing, because asymmetrical information prevents the proper functioning of the rental contract, which obliges a tenant to repair completely the housing. Protection of tenants can also reduce the quality of the accommodation, because the protection can cause a decrease in profitability for the landlord and overutilization of the dwelling by tenants. Using the ordered logit model and the panel logit model with Garman Socio-Economic Panel, I obtained the empirical results that support theoretical predictions, although the quality of rental housing in Germany is relatively good.

The article raises the topical issue of training competitive professionals capable of working under modern market conditions. The transition to market relations changes the education policy and the system of educational services provision. The professional destiny of a future manager and the success rate of an educational institution depend on the quality of providing educational services to graduate students specialised in educational institution management. The purpose of the article is to analyse the results of a survey of graduate students aimed at determining the status of educational services given within the specialty 073 "Management" (specialization "Educational Institution Management") in various higher education institutions of Ukraine. Monitoring the state of the educational services provided to graduate students majoring in educational institution management has been carried out on the basis of general scientific and empirical cognition methods: comprehensive study of quality training of master-course students, observation, survey in the form of questionnaires, analysis of graduate students’ responses, analogy. The criteria enabling graduate students to assess the quality of educational services provided by higher education institutions have been defined: the fundamental nature of training; level of knowledge and experience of teaching staff; organization of the educational process; culture and communication level of teachers; reaction of teachers and administration of higher education institution to further demands of graduate students, etc. On the basis of the analysis and generalisation of the processed material, the basic demands of master-course students majoring in educational institution management for increase in the level of educational services have been defined: decrease in theorising of educational material; practice orientation; increase in the use of interactive teaching methods by teachers; expansion of the list of optional courses; increase in opportunities for individual counselling at a convenient time; involvement of leading specialists, experts, experienced educational institution managers in teaching; improvement of facilities and resources of an institution; increase in the level of additional educational services provision in higher education institutions. According to the results of the study, it has been concluded that it is necessary to establish a flexible system of training master-course students majoring in educational institution management.

This study presents an empirical investigation of the impacts of real-time weather conditions on the freeway crash severity. A Bayesian spatial generalized ordered logit model was developed for modeling the crash severity using the hourly wind speed, air temperature, precipitation, visibility, and humidity, as well as other observed factors. A total of 1424 crash records from Kaiyang Freeway, China in 2014 and 2015 were collected for the investigation. The proposed model can simultaneously accommodate the ordered nature in severity levels and spatial correlation across adjacent crashes. Its strength is demonstrated by the existence of significant spatial correlation and its better model fit and more reasonable estimation results than the counterparts of a generalized ordered logit model. The estimation results show that an increase in the precipitation is associated with decreases in the probabilities of light and severe crashes, and an increase in the probability of medium crashes. Additionally, driver type, vehicle type, vehicle registered province, crash time, crash type, response time of emergency medical service, and horizontal curvature and vertical grade of the crash location, were also found to have significant effects on the crash severity. To alleviate the severity levels of crashes on rainy days, some engineering countermeasures are suggested, in addition to the implemented strategies.
