Annual surveys of the abundance of intertidal invertebrates and macroalgae have been made at between 70 and 100 rocky intertidal time-series sites around the United Kingdom coastline since 2002 under the MarClim project. The data provide a unique opportunity to investigate the impacts of both pervasive climate change and their punctuation by extreme events on intertidal species. After the extreme storm events in the 2013/2014 winter season and the record heatwaves in the summers of 2018 and 2020, MarClim surveys recorded both physical and biological changes to rocky shore habitats. Subsequent surveys reassessed the effects on community structure via analysis of those species that resisted storm damage, those species that returned after the extreme storm events, and species that opportunistically occupied vacant habitat after storm-induced species loss. In addition, biannual storm damage surveys documenting communities recovery were carried out in the spring and winter of each year from 2014 to 2020 at three MarClim sites in north Cornwall (Crackington Haven, Trevone, and St. Ives), which experienced different types of abiotic and biotic damage resulting from these storms. Impacts of heatwaves and cold spells on the abundance of species were determined by regression on frequencies of event per year. Species of invertebrates and macroalgae generally declined in years of more frequent winter cold spells and summer heatwaves, while winter heatwaves and summer cold spells had similar numbers of positive and negative effects across species. Winter warm spells tended to have a more negative effect on cold-affinity species than on warm-affinity species. No abrupt shift was recorded after the 2013/2014 storms. Whilst a short-term change in some species was recorded in quantitative quadrat surveys, the biological communities returned to the long-term species composition and abundance within 2 years. The heatwave events caused sublethal heat damage in macroalgae, evidenced as dried areas of tissue on many individuals, with mortality-induced reductions in the abundance of only a few invertebrate species, recorded in Scotland and southwest England after the heatwave events in 2018 and 2020. MarClim and storm-damage surveys indicate that there have been no sustained impacts from either extreme thermal or storm events across the rocky intertidal communities, and biodiversity has not been significantly altered as a result. The abundance and biogeographical distributions of rocky intertidal species and communities around the United Kingdom are being driven by longer-term, large scale, pervasive change in environmental conditions, with a gradual shift towards dominance of Lusitanian species from the early 2000s in responses to warming of the marine climate.

AbstractThis article analyses discourses on climate change and mitigation through the deconstruction of European Union (EU) rhetoric and practices on climate benchmarking. It critically examines the motivations behind climate benchmarking, the methods used to construct international benchmarks, and the reasons for variety in domestic compliance. Germany and the United Kingdom are analysed as cases where domestic politics drive very different reactions to the practice of climate mitigation, differences that have been largely hidden by the type of quantification that EU benchmarking involves. Through an exploration of the methods used to formulate climate benchmarks, the article demonstrates that these commitments have privileged certain responses over others, and thus helped to paint a picture of EU benchmarks as ‘reformist’ but not ‘radical’. EU climate benchmarks often end up concealing more than they reveal, making it difficult to fully engage with the scale and complexity of the far-reaching domestic changes that are required in order to comply with agreed international benchmarks. The deficiencies of benchmarks as a mechanism for driving long-term sustainable change, and importantly discouraging harmful policies, may ultimately undermine their credibility as a means for governing climate change at a distance in the EU.

In spite of the long-term dominance in Britain and Ireland of English, other indigenous languages continue to be spoken, and in relatively recent years several of those languages have benefited not only from a more coherent and supportive language policy but also from significant language legislation. One of the interesting features of these other indigenous languages is that, although strongly associated with rural ‘heartlands’ in the particular jurisdictions with which they are associated, they are also spoken in other parts of those jurisdictions, and, indeed, in other parts of the United Kingdom and Ireland. In this article, the ways in which the concept of territoriality has impacted upon legislation and on broader policy for two of these languages, Irish and Scottish Gaelic, will be considered.

Abstract Background A warmer climate has consequences for the timing of phenological events, as temperature is a key factor controlling plant development and flowering. In this study, we analyse the effects of the long-term climate change and an extreme weather event on the first flowering day (FFD) of five spring-flowering wild plant species in the United Kingdom. Citizen science data from the UK Woodland Trust were obtained for five species: Tussilago farfara (coltsfoot), Anemone nemorosa (wood anemone), Hyacinthoides non-scripta (bluebell), Cardamine pratensis (cuckooflower) and Alliaria petiolate (garlic mustard). Results Out of the 351 site-specific time series (≥ 15-years of FFD records), 74.6% showed significant negative response rates, i.e. earlier flowering in warmer years, ranging from − 5.6 to − 7.7 days °C−1. 23.7% of the series had non-significant negative response rates, and 1.7% had non-significant positive response rates. For cuckooflower, the response rate was increasingly more negative with decreasing latitudes. The winter of 2007 reflects an extreme weather event, about 2 °C warmer compared to 2006, where the 2006 winter temperatures were similar to the 1961–1990 baseline average. The FFD of each species was compared between 2006 and 2007. The results showed that the mean FFD of all species significantly advanced between 13 and 18 days during the extreme warmer winter of 2007, confirming that FFD is affected by temperature. Conclusion Given that all species in the study significantly respond to ambient near-surface temperatures, they are suitable as climate-change indicators. However, the responses to a + 2 °C warmer winter were both more and less pronounced than expected from an analysis of ≥ 15-year time series. This may reflect non-linear responses, species-specific thresholds and cumulative temperature effects. It also indicates that knowledge on extreme weather events is needed for detailed projections of potential climate change effects.

Hosting sports events to attract international tourists is a common policy practised by many host governments. Hosting mega-sports events like the Olympics is said to leave a legacy that could impact the attractiveness of a country/city in the long term. However, the opportunity to host these mega-events is limited and expensive. This study considers the economic impact of hosting annual international sporting events, specifically the extent to which Formula 1, ATP Tennis and PGA Golf can attract international tourists. Using monthly data from 1998 to 2018, we show that the effect differs from one sport to another within a country and the same sport across countries. Hosting the Formula 1 is most effective for Canada but has no significant impact in Australia and the United Kingdom. ATP Tennis and PGA Golf have a significant impact on at least two countries. Policy-makers must consider carefully the sport that gives the best bang-for-the-buck.

Abstract Since 2011, the conflict in Syria and Iraq has seen unprecedented numbers of Westerners travelling to the region to support jihadist terror organisations, so-called Foreign Terrorist Fighters (‘FTFs’). However, since 2015, with Islamic State’s financial and territorial losses, the numbers of Western FTFs are dwindling and many are returning to their countries of origin. As a consequence, numerous countries are grappling with how to best manage potential security threats arising from returning FTFs. This article critically analyses legal and criminal justice strategies to address this phenomenon implemented in three Western countries from which a significant number of FTFs originate: Germany, the United Kingdom and Australia. It focuses on prosecution, prevention of re-entry and rehabilitation of returning FTFs. It suggests that a holistic approach focusing on punitive but also on de-radicalising and reintegrating measures is best suited to address the security risks FTFs pose long term.
