AbstractNature-based solutions (NbS) are increasingly recognized as sustainable approaches to address societal challenges. Disaster risk reduction (DRR) has benefited by moving away from purely ‘grey’ infrastructure measures towards NbS. However, this shift also furthers an increasing trend of reliance on public acceptance to plan, implement and manage DRR measures. In this review, we examine how unique NbS characteristics relate to public acceptance through a comparison with grey measures, and we identify influential acceptance factors related to individuals, society, and DRR measures. Based on the review, we introduce the PA-NbS model that highlights the role of risk perception, trust, competing societal interests, and ecosystem services. Efforts to increase acceptance should focus on providing and promoting awareness of benefits combined with effective communication and collaboration. Further research is required to understand interconnections among identified factors and how they can be leveraged for the success and further uptake of NbS.

Severe accidents and high costs associated with weather-related events already occur in today’s climate. Unless preventive measures are taken, the costs are expected to increase in future due to ongoing climate change. However, the risk reduction measures are costly as well and may result in unwanted impacts. Therefore, it is important to identify, assess and prioritize which measures are necessary to undertake, as well as where and when these are to be undertaken. To be able to make such evaluations, robust (scientifically based), transparent and systematic assessments and valuations are required. This article describes a framework to assess the cause-and-effect relationships and how to estimate the costs and benefits as a basis to assess and prioritize measures for climate adaptation of roads and railways. The framework includes hazard identification, risk analysis and risk assessment, identification, monetary and non-monetary evaluation of possible risk reduction measures and a step regarding distribution-, goal- and sensitivity analyses. The results from applying the framework shall be used to prioritize among potential risk reduction measures as well as when to undertake them.

The overall objective of this review is to gain insights into landslide risk reduction measures that are applied or recommended in tropical landslide-prone countries, and the challenges at play. More specifically, this review aims to (i) presenting an overview of recent studies on landslides and landslide risk reduction in these countries, (ii) exploring the factors controlling the publication output on landslides and landslide risk reduction, (iii) reviewing the various landslide risk reduction measures recommended and implemented, and (iv) identifying the bottlenecks for the implementation of these strategies. A compilation of recommended and implemented landslide risk reduction measures in 99 landslide-prone tropical countries was made, based on an extensive review of scientific literature (382 publications). The documented measures are analysed using a scheme of risk reduction measures that combines classifications of the Hyogo Framework for Action and the SafeLand project. Our literature review shows that the factors influencing the number of publications on landslides and landslide risk reduction per country are (in order of importance) the absolute physical exposure of people to landslides, the population number and the Human Development Index of a country. The ratio of publications on landslide risk reduction versus publications on landslides for landslide-prone tropical countries does not vary much between these countries (average: 0.28). A significant fraction (0.30) of all known landslide hazard reduction measures are neither implemented nor recommended according to our review. The most recommended landslide risk reduction component is ‘risk management and vulnerability reduction’ (0.38). However, the most implemented component is ‘risk assessment’ (0.57). Overall, the ratio of implemented versus recommended landslide risk reduction measures in the tropics is low (<0.50) for most landslide risk reduction components, except for ‘risk assessment’ (3.01). The most cited bottlenecks for implementing landslide risk reduction measures are scientific (0.30) and political (0.29) in nature.

Rivers typically flow through multiple flood-protected areas which are clearly interconnected, as risk reduction measures taken at one area, e.g., heightening dikes or building flood storage areas, affect risk elsewhere. We call these interconnections ‘hydraulic interactions’. The current approach to flood risk management, however, neglects hydraulic interactions for two reasons: They are uncertain and, furthermore, considering them would require the design of policies not only striving for risk reduction, but also accounting for risk transfers across flood-protected areas. In the present paper, we compare the performance of policies identified according to the current approach with those of two alternative formulations: One acknowledging hydraulic interactions and the other also including an additional decision criterion to account for equity in risk distribution across flood-protected areas. Optimal policies are first identified under deterministic hydraulic interactions, and, next, they are stress-tested under uncertainty. We found that the current approach leads to a false sense of equal risk distribution. It does, however, perform efficiently when a risk-averse approach towards uncertain hydraulic interactions is taken. Accounting for hydraulic interactions in the design of policies, instead, increases efficiency and both efficiency and equity when hydraulic interactions are considered deterministically and as uncertain, respectively.
