An Introduction to Adaptive Management for Threatened and Endangered Species

Abstract Management of threatened and endangered species would seem to be a perfect context for adaptive management. Many of the decisions are recurrent and plagued by uncertainty, exactly the conditions that warrant an adaptive approach. But although the potential of adaptive management in these settings has been extolled, there are limited applications in practice. The impediments to practical implementation are manifold and include semantic confusion, institutional inertia, misperceptions about the suitability and utility, and a lack of guiding examples. In this special section of the Journal of Fish and Wildlife Management, we hope to reinvigorate the appropriate application of adaptive management for threatened and endangered species by framing such management in a decision-analytical context, clarifying misperceptions, classifying the types of decisions that might be amenable to an adaptive approach, and providing three fully developed case studies. In this overview paper, I define terms, review the past application of adaptive management, challenge perceived hurdles, and set the stage for the case studies which follow.

Recovery planning is an essential part of implementing the U.S. Endangered Species Act (ESA), but conservationists and government agencies recognize challenges with the current planning process. Using data from all U.S. domestic and transboundary ESA-listed species, we quantify the completeness, timeliness, age, and other variation among ESA recovery plans over the past 40 years. We show that nearly 1/4 of eligible listed taxa (n = 1,548) lack final recovery plans; half of plans have taken >5 years to finalize after listing; half of recovery plans are more than 20 years old; and there is significant variation between agencies and among regions and taxonomic groups in planning. These results are not unexpected given dwindling budgets and an increasing number of species requiring protection, but underscore the need for systematic improvements to recovery planning. We discuss solutions—some already underway—that may address some of the shortcomings and help improve recovery action implementation for threatened and endangered species.

Abstract Leopard (Panthera pardus) conservation has a strong international dimension. Hunting trophy export quotas established for African range states under the Convention on International Trade in Endangered Species (CITES) are a case in point. We test these quotas, and the methods for their establishment, against the benchmark of the general principles of precaution, sustainable use and adaptive management. The various national approaches and the CITES regime condoning them largely fail this test. For decades, CITES bodies have endorsed apparently arbitrary quotas lacking robust scientific bases, without regular adjustment. Thus, the quotas have been inadequately performing their assigned function within the Convention’s framework. The way in which the CITES leopard quota regime has been operating is fundamentally at odds with the principles of sustainable use, precaution and adaptive management. To remedy this, we offer recommendations on how to embed a science-based, sustainable, precautionary and adaptive approach to quota-setting within the CITES system.

While geologists are still considering whether the Anthropocene should be accepted as a formal geological epoch, it is up to us humanists to search for ways making this human era a good one. In this article, I will examine how we can use historical research to provide such tracks based on past regularities or similarities. Positive success stories from the past can at least provide faith that we can do something about our current environmental problems. This investigation is based on two case studies: the Tesla Model S electric car, and the Swedish pulp and paper industry's transition to chlorine-free bleaching. It argues that the sustainability revolution doesn't just share similarities with the quality movement of the 1970s and 1980s, but is essentially a continuation of it. In concordance with previous megatrends, the major benefit of the sustainability revolution will be reaped by countries and companies running ahead of the curve. A new term, 'trail-blazer dependency' is introduced; by setting an example, the first-movers are opening a trail for late-comers to follow.

ABSTRACTAlthough we, as archaeologists, recognize the value in teaching nonprofessionals about our discipline and the knowledge it generates about the human condition, there are few of these specialists compared to the number of archaeologists practicing today. In this introductory article to the special section titled “Touching the Past to Learn the Past,” we suggest that, because of our unique training as anthropologists and archaeologists, each of us has the potential to contribute to public archaeology education. By remembering our archaeological theory, such as social memory, we can use the artifacts we engage with on a daily basis to bridge the disconnect between what the public hopes to gain from our interactions and what we want to teach them. In this article, we outline our perspective and present an overview of the other three articles in this section that apply this approach in their educational endeavors.
