In order to solve the location problem of the city disaster emergency rescue facilities, it applied the multi-objective decision method to resolve the problem. Firstly it described the types of emergency facilities in the city and proposed the basic principles of the location decision. Then it analyzed the four factors of the location decision, and it established the multi-objective decision model of the emergency rescue facilities location, which based on the integration of traditional location models. And then it used the linear weighted sum law to solve the model, and can readjust the weights of the goals to reach the satisfying plan. Finally, it applied the model to solve the emergency shelter location problem of the new area in the Zhengzhou. The result shows the feasibility and the effectiveness of the model which used the multi-objective decision method to solve the location problem of the city disaster emergency rescue facilities.

In many services, promise of specific response time is advertised as a commitment by the service providers for the customer satisfaction. Congestion on service facilities could delay the delivery of the services and hurts the overall satisfaction. In this paper, congestion service facilities location problem with promise of response time is studied, and a mixed integer nonlinear programming model is presented with budget constrained. The facilities are modeled as M/M/c queues. The decision variables of the model are the locations of the service facilities and the number of servers at each facility. The objective function is to maximize the demands served within specific response time promised by the service provider. To solve this problem, we propose an algorithm that combines greedy and genetic algorithms. In order to verify the proposed algorithm, a lot of computational experiments are tested. And the results demonstrate that response time has a significant impact on location decision.

<p>Human resource management (HRM) plays an important role in every enterprise. Nowadays, in China, more and more enterprises, not only large companies, but also small and medium-sized enterprises (SMEs) choose to outsource their HRM activities for economic and strategic benefits. According to the feature of HRM in SMEs, this paper builds a more systematic and practical human resource management outsourcing decision model for SMEs. In this decision model, HRM activities are classified into transaction, profession and strategy levels, and economic benefit, core competence enhancement and risks are taken into consideration. Applying multi-objective intelligent weighted grey target decision method based on combination weighting approach, the decision model can help the enterprise decide which HRM activities should be outsourced in priority sequence. The study proposes a scientific guidance for China’s SMEs to make the HRM outsourcing decision.  </p>

A multi-objective genetic algorithm is applied into the layout optimization of tracked self-moving power. The layout optimization mathematical model was set up. Then introduced the basic principles of NSGA-Ⅱ, which is a Pareto multi-objective optimization algorithm. Finally, NSGA-Ⅱwas presented to solve the layout problem. The algorithm was proved to be effective by some practical examples. The results showed that the algorithm can spread toward the whole Pareto front, and provide many reasonable solutions once for all.

China is one of the disaster-prone countries in the world. Constructing a rapid and effective relief logistic system is important for disaster-responding at country level. Strategic prepositioning of emergency items, especially the decision of appropriate emergency warehouses location, has significant impacts on rapid disaster response to ensure sufficient relief supplies. The emergency warehouse location decision is a complex problem, where a wide variety of criteria need to be considered and the preference information of decision makers (DMs) may be imprecise or even absent. In this paper, we identify key effectiveness-oriented criteria used to evaluate the alternative emergency warehouse locations and make an attempt to propose a new multicriteria ranking method to solve the problem of inaccurate or uncertain weight information based on stochastic pairwise dominant relations and the pruning procedure of ELECTRE-II method. The proposed method extends the conventional ELECTRE-II method by incorporating inaccurate information and broadens its application to emergency warehouse location field. The feasibility and applicability of the proposed method are illustrated with a simulated example.
