In petrochemical industry, the execution of construction involves three main issues, namely, design planning, construction, and job safety. Three-dimensional (3D) models are increasingly applied to design and construction. However, the improper concept of 3D design has bred potential unsatisfactory behaviors and the lack of vigilance among workers. Besides, many employees are not fully aware of the safety in 3D design and construction planning. Therefore, our goal is to improve the safety and health of construction workers through design practices in the upstream of the construction phase, and verify the applicability of the combination of 3D models and safety knowledge. Specifically, a questionnaire survey was carried out among 124 employees in the construction-related fields of the petrochemical industry. The collected data were processed, and statically analyzed on SPSS. The results show that safety knowledge was acceptable in 3D model design from the perspective of project executors, and the integration of safety knowledge into the design helps to improve the safety environment of the construction site.

When the high-pressure chemical oxygen delivery device, the slightest mistake, likely to cause explosion, so the design oxygen pipeline, it is usually as a special danger medium piping design. This paper explores the design of the petrochemical industry in oxygen pipes, installation and construction unit issues and process piping installation and construction issues, systematic analysis of the piping in the design and construction should pay attention to the problems and solutions to ensure each petrochemical industry aspects of safe operation. Standard requirements and corresponding measures in aspects of oxygen pipeline flow rate control, material selection, pipe and valve selection and pipeline construction, which should be followed to ensure the safety of oxygen pipeline, which are described in details, according to the national standard/safety technical regulation for oxygen and relative gases produced with cryogenic method. Finally, the experience of safe use of oxygen pipelines is presented.

Effective substation management should include engineering and construction costs. While the construction process has to be methodically planned and sequenced to achieve optimized construction costs, substation designers play a vital role for delivering cost-efficient substations. Integrated design and construction has been proposed as a way to achieve effective project management, which historically viewed, was a responsibility of a “master builder”, thus causing Contractors to identify themselves as “master builders”. As EPC is a highly competitive arena, Contractors are looking for ways to differentiate themselves from their competitors. Some are turning to 3D technologies, while others turn to the design-construction integration. Virtual Master Builder (VMB) supports both 3D technologies and the design-construction integration. Due to a global shortage of worldwide available expertise, Contractors turn to education and training of their employees. While education aims at providing basic skills, training aims to provide the skill necessary to do the job. This paper examines these basic skills as a part of personal mastery before defining organizational learning as a key organizational competence.   Physical Virtuality realm is seen as a fruitful ground for staging of memorable and transformational experiences leading towards achieving “accelerated learning”, and especially 4D models as representations of a “space-time” environment. The project case of Skopje 4 SS 380/110 kV rehabilitation is given as an example of 4D models usage. Project Engineering is seen as a middle ground between engineering and management in order to achieve goals of effective substation management and cost-efficient substation solutions. Project teams are seen as Virtual Design and Construction (VDC) users to achieve these goals.
