E-books constitute major challenges for library collections generally and present fundamental problems for consortial collection development specifically. The Triangle Research Libraries Network (TRLN) and Oxford University Press (OUP) have created a mutually equitable and financially sustainable model for the consortial acquisition of e-books coupled with print titles needed to support instruction and research across the disciplinary spectrum within a transitional framework that is acceptable to users while moving both libraries and publishers to a decidedly electronic environment for monographs. Working with YBP Library Services, TRLN and OUP developed a flexible vending model for systematically increasing e-books acquisitions in tandem with reducing print intake over time and keeping net costs constant that other consortia and publishers would find useful. This article focuses on creating an acceptable and sustainable model that allows libraries to shift to e-books and the implications for traditional cooperative collection development. The research reports on the principles undergirding the pilot, how it developed, challenges encountered and lessons learned, librarian and user reactions to this format shift, and resulting philosophical and practical evolutions in consortial approaches to monographic acquisitions and understandings of what constitutes cooperative collections success in a digital environment.

PurposeThis paper discusses the importance of incorporating licensing issues in access policies for electronic resources in research libraries. The implications for patron understanding of basic legal issues and the role of the library in managing and acquiring these resources are investigated and discussed.Design/methodology/approachA survey of various research libraries was undertaken to examine what is provided to patrons in terms of conditions of use for electronic resources. Literature relating to the management and provision of electronic resources was examined.FindingsIt was found that few libraries provide key licensing information to their patrons. This has important consequences in terms of the patron's lack of awareness of restrictions on use, as well as the costs, complexity, and consortial involvement in acquiring these resources.Research limitations/implicationsA comprehensive international review of the trends and practices of research libraries regarding access policies and licensing issues would build upon this paper's findings.Practical implicationsLibrary patrons are not receiving adequate information about the resources they are using. If more research libraries would consider what licensing information is made available to patrons, there could be changes in patron understanding and perception of the library. This will impact the profile of the library in academia, and the changing role of librarians in collection development in the digital environment.Originality/valueThe paper will be of value to research libraries involved in the acquisition, management and delivery of electronic resources to its patrons, and to librarians involved in collection development and management.

Libraries have been digitizing collections for a decade or more. Their collective experience has produced a depth of technical expertise and a set of tested practices. That information is widely shared among library staffs and has been well reported at meetings and in publications. This ongoing experiment with representing research collections online has resulted in the codification of technical practices and the emergence of clear trends in selection policies. This paper reviews existing selection practices in libraries, identifies selection policies and best practices where they exist, and discusses the long-term implications of the opportunities and constraints that shape digital-conversion programs. This is not a systematic review of what all research libraries are doing, but an analysis of significant achievements that will make it possible to identify good practices and benchmarks for success. Every library, regardless of size or mission, will need to determine for itself how and when digitization will move from being an experiment to becoming a collection-development strategy that is well integrated into its daily practice.

Purpose – Cooperation among research libraries is a venerable pursuit with a long history. The purpose of this paper is to examine three collaborative tools and programs ranging from the late 1970s to the present to identify the promise of each as well as the challenges, the factors that both facilitate and interfere with true cooperation, highlighting the lessons learned. Design/methodology/approach – The author analyzes the development and functions of the Conspectus of the Research Libraries Group, the Global Resources Program of the Association of Research Libraries, and the Triangle Research Libraries Network in the state of North Carolina, USA. Findings – While the goals of collaborative collections initiatives are laudable, it is often difficult to accomplish true, balanced, and lasting cooperation that results in both expanded access and financial reallocation. Originality/value – The study is a first-hand, inside look at the methods and mechanisms of cooperative collection development that offers suggestions for future partnerships on either a small or a large scale.
