The Association of Research Libraries (ARL)/Canadian Association of Research Libraries (CARL) Joint Task Force on Research Data Services (RDS) formed in 2020 with a two-fold purpose: (1) to demonstrate and commit to the roles research libraries have in stewarding research data and as part of institution-wide research support services and (2) to guide the development of resources for the ARL and CARL memberships in advancing their organizations as collaborative partners with respect to research data services in the context of FAIR (findable, accessible, interoperable, and reusable) data principles and the US National Academies’ Open Science by Design framework. Research libraries will be successful in meeting these objectives if they act collectively and are deeply engaged with disciplinary communities. The task force formed three working groups of data practitioners, representing a wealth of expertise, to research the institutional landscape and policy environment in both the US and Canada. This report of the ARL/CARL RDS task force’s working group on partnerships highlights library RDS programs’ work with partners and stakeholders. The report provides a set of tools for libraries to use when assessing their RDS partnerships, including assessing partnerships using a partnership life cycle, defining the continuum of possible partnerships, and creating a catalog. Not all partnerships will last the entirety of a librarian’s career, and having clear parameters for when to continue or sunset a partnership can reduce ambiguity and free up resources. Recognizing the continuum of possible partnerships can provide the framework by which librarians can understand the nature of each group. From cyclical to seasonal to sporadic, understanding the needs of a type of partnership can help libraries frame their understanding and meet a group where they are. Finally, creating a catalog of partnerships can help libraries see the landscape of the organization, as well as areas for growth. This approach also aligns with OCLC’s 2020 report on Social Interoperability in Research Support: Cross-Campus Partnerships and the University Research Enterprise, which highlights the necessity of building and stewarding partnerships. Developing and providing services in a decentralized organization relies on the ability to build trusted relationships. These tools will help libraries achieve sustainable growth that is in concert with their partners, generating robust, clearly aligned initiatives that benefit all parties, their campuses, and their communities.

Gloria Werner, successor to Louise M. Darling at the UCLA Louise M. Darling Biomedical Library, university librarian emerita, and eighteenth editor of the Bulletin of the Medical Library Association, died on March 5, 2021, in Los Angeles. Before assuming responsibility in 1990 for one of the largest academic research libraries in the US, she began her library career as a health sciences librarian and spent twenty years at the UCLA Biomedical Library, first as an intern in the NIH/NLM-funded Graduate Training Program in Medical Librarianship in 1962–1963, followed by successive posts in public services and administration, eventually succeeding Darling as biomedical librarian and associate university librarian from 1979 to 1983. Werner’s forty-year career at UCLA, honored with the UCLA University Service Award in 2013, also included appointments as associate university librarian for Technical Services. She was president of the Association of Research Libraries in 1997, served on the boards of many organizations including the Association of Academic Health Sciences Library Directors, and consulted extensively. She retired as university librarian in 2002.

Diversity statements signal an organization’s culture, values, and commitment to diversity and inclusion. Yet, diversity statements are often perceived as somewhat superficial “boilerplate” or basic statements created to comply with employment equity requirements, especially in job advertisements. With the objectives of understanding the presence of diversity statements in job advertisements, differences between types of libraries, and the types of diversity statements and messages contained in these statements, this study analyzed the diversity statements of 50 online job advertisements for Canadian academic librarian and archivist positions. Four types of diversity statements were identified from this study: Type 1) boilerplate; Type 2) employment equity; Type 3) diversity; and Type 4) expanded diversity management. Findings suggest most Association of Research Libraries (ARL) member institutions in Canada have expanded diversity management statements. Other findings around land acknowledgements, gender identity, and sexual orientation and others are discussed. Recommendations for further studies are included.

As part of the Association of Research Libraries (ARL) Research Library Impact Framework initiative, The University of Texas (UT) at Austin Libraries conducted a study to examine the impact of library collections on the recruitment and retention of faculty to the university, and to understand the relationship between institutional resources—especially libraries—and career decision-making of faculty. This practice brief describes the UT team’s literature review and the data gathered through an online survey and one-on-one semi-structured interviews with newly recruited and newly promoted faculty members.

This issue brief provides background on Section 230 of the Communications Decency Act and implications for libraries of the potential changes to the law, as well as a summary of the discussion held during the Spring 2021 Association of Research Libraries Meeting. Through the discussion several ideas surfaced on how university and library policies connect to Section 230. A few illustrative examples from UC San Diego are included in the discussion summary.

PurposeThe integration of third-party resources on library websites may be inadvertently contributing to surveillance technologies without user knowledge. This study set out to determine the prevalence of third-party tracking cookies on Association of Research Libraries (ARL) member homepages, the entities that are tracking users and for what purpose and what control users have over their cookie preferences.Design/methodology/approachHomepages from the 124 ARL member libraries were visited. Evidence of a privacy or cookie statement was collected and cookie logs were captured. This data were compared against the Disconnect list of known trackers and analyzed to determine the extent to which third-party tracking cookies were used across ARL sites, who was setting the cookies and for what purpose, and whether this use differed with regards to a library's identifying features.FindingsIt was determined that many ARL libraries do contribute to the ability to track a user's activity across the web, with one-third containing third-party tracking cookies. A user's contact with tracking cookies is influenced by various traits defining the institution. Users are given very little control over the cookies logged on their machines.Originality/valueThis study explores library efforts to protect user privacy, adopting an introspective approach that focuses on library websites. It will provide discussion points for librarians to question not only what third-party tracking cookies are present on their sites and why, but also how to educate their users about privacy issues.

Purpose Focusing on two particularly challenging issues facing Chinese academic libraries – space constraints and the trending of digital scholarship services, this paper aims to explore which spaces students and faculty wanted and how to leverage low-use spaces and growing digital scholarship services to build the Center for Digital Scholarship (CDS) to meet their demands. Design/methodology/approach The participant observation method was used in the launch stage of the space redesign from May 2016 to October 2018. The usage analysis method was used to reveal the use of the renovated spaces and assess the success of the space redesign when CDS was open to users between October 1, 2017 and September 30, 2018. The usage was gathered from the space reservation system. Findings A hybrid academic service center combining information commons, a collaborative workplace, social spaces and digital scholarship services, the CDS is able to meet the complexity and diversity of users’ needs and fulfill the mission of its university in the context of insufficient funds, space and specialists. While it approaches the goal of the space redesign project, some deficiencies remain to be addressed in the future design and service plan, including separating quiet and noisy areas, flexible arrangements and business process reengineering. Practical implications This study shows a hybrid academic service center can meet the complexity and diversity of users’ needs, despite insufficient funds, space and specialists. To ensure sustainability, digital scholarship services should adapt to local users’ needs and expectations. While the author’s patent service and subject development analysis are local and popular with the users and sectors in his university, they make their services somewhat different from those of the Association of Research Libraries (ARL) members. Originality/value This is one of the few, recent studies on space redesign incorporating digital scholarship services in a well-known academic library in China.

As the world responds to the COVID-19 pandemic, most governments have temporarily closed all schools. Thus, there is a transition to distance learning on a large scale. Educational institutions try to organize training using Internet technologies, students use e-books while taking e-learning courses, researchers mostly use e-journals. Academic libraries around the world are digitizing library collections, creating powerful digital libraries that help readers get information. UNESCO and the Library of Congress have developed the World Digital Library, thus making an innovative attempt to develop intercultural understanding by providing access to digital heritage from 200 countries. As in many industries, the librarian branch must undergo radical changes due to the development of digitalization and artificial intelligence. The report of the Association of Research Libraries states that there are three categories of urgent changes: changes in relationship of a research library and its institutional partners; changes in the organization of research libraries; changes in the skills of librarian staff and users of library electronic funds.

In the past, a member of the public could access an academic library’s collection simply by visiting the library in person and browsing the shelves. However, now that online resources are prevalent and represent the majority of collections budgets and current collections, public access has become more complicated. In Canadian academic libraries, licences negotiated for online resources generally allow on-site access for walk-in users; however access is not granted uniformly across libraries. The goal of this study was to understand whether members of the public are indeed able to access online resources in major Canadian university libraries, whether access to supporting tools was offered, how access is provided, and whether access is monitored or promoted. The study used an online survey that targeted librarians responsible for user services at Canadian Association of Research Libraries (CARL) member libraries. The survey results indicated that some level of free access to digital resources was provided to walk-in users at 90% of libraries for which a survey response was received. However, limitations in methods and modes of access and availability of supporting resources, such as software and printing, varied between the institutions. The study also found that most libraries did not actively promote or monitor non-affiliated user access.
