This review paper discusses renewable energy, specifically solar photovoltaic (PV) energy, which provides benefits in selecting the proper technology for campuses. This study aims to direct scholarly attention to the processes that underpin strategic renewable energy investment decisions, as well as how these decisions are influenced by national energy policy. It discusses three (3) common PV technologies that could be adopted by universities and colleges in support of the renewable energy in the Philippines. Different benefits and drawbacks in using solar energy were also discussed. The proposed approach framework was presented. Finally, the status of solar energy in the Philippines and the innovative initiatives of higher education institutions in the Philippines were highlighted.

Policy and electricity price uncertainty provide disincentives to investors considering renewable energy investments. While electricity price uncertainty impacts on investment decisions relating to any energy investment, whether renewable or non-renewable, policy uncertainty will affect renewable energy investment decisions to a far greater extent. In this study, we consider the two main sources of uncertainty a solar Photovoltaic (PV) project is exposed to: electricity price uncertainty and policy uncertainty. We focus our analysis on utility-scale solar photovoltaics in the Pennsylvania, Jersey, Maryland Power Pool (PJM) electricity market and the New Jersey Solar Renewable Energy Credit (SREC) market. Using Solar Renewable Energy Credits as a proxy for policy, we find that there is considerable volatility in both electricity prices and policy. In a sample covering eleven years, we implement univariate Generalized Autoregressive Conditional Heteroskedastic (GARCH) and combinations of GARCH models with different weighting schemes and find that combination models provide superior forecasts. In renewable energy markets, policy supports have a significant impact on an investment’s profitability. The implication for policymakers is clear: to foster investment in solar PV, policy stability is critical.

In this study, a methodology was suggested for wind and solar energy investment plans through linear optimization model for the countries with an energy-based current deficit problem. The originality of the study is that it is a renewable energy investment model based on the functioning of the balance of payments for current deficit reduction, which has not previously been encountered in the literature. While creating the model, without causing external economic imbalance, certain parameters were taken into consideration such as profit transfers for the foreign direct investments, interest payments for the domestic investments, import rates for the wind and solar energy systems, energy electric power production values, electric power load balance, electricity transmission infrastructure, CO2 emission, future electric power demand projection, and import source rates in the electric power production. It was proven that the model, for the 2019–2030 period in Turkey, not only is an opportunity for decreasing the current deficit but also ensures reaching the CO2 emission reduction target. Additionally, through the investments in wind and solar energy, it was calculated that fossil-based electric power production will decrease by 80%, and a CO2 reduction will be provided, which is equivalent of 100 million tonnes GWh natural gas. As a more general result, an optimization model was created which provides a solution for countries coping with energy-based current deficit in economic terms, energy-based air pollution in environmental terms, and renewable energy technology insufficiency.
